In accordance with the decision of the Approval Reform Office of the State Council, the Employment Permit for Foreigners and the Foreign Expert Work Permit in China are integrated into the Foreigner's Work Permit in China. The State Administration of Foreign Experts Affairs shall be responsible for organizing the implementation of the integration and the local people's governments shall implement the integration in light of the actual circumstances. In order to guide the administrative departments of employment of foreigners at various levels in effectively and comprehensively conducting the work in relation to the foreigner's work permit in China, the State Administration of Foreign Experts Affairs has developed the Service Guide to the Foreigner's Work Permit in China (for Trial Implementation), which is hereby issued to you for your reference in light of the actual circumstances.

Any opinion and suggestion in the process of the trial implementation shall be submitted to the Policy and Regulations Department of the State Administration of Foreign Experts Affairs in a timely manner.
