Notice of Shanghai Municipal People's Government on Printing and Distributing the "Implementation Plan of Shanghai Municipality for Energy-saving and Emission-reduction Work"

Implementation Plan of Shanghai Municipality for Energy-Saving and Emission-Reduction Work

Doing a good job of energy-saving and emission-reduction is a major move of Shanghai implementing the scientific viewpoint of development and building a socialist harmonious society, a key point of carrying out the State macro-control policy, a breakthrough and an important handgrip of adjusting and optimizing industrial structure and transforming economic growth mode. For the purpose of carrying out a series of arrangements of energy saving and emission reduction made by the Central Committee of the Party and the State Council, we hereby formulate this implementation plan in accordance with the requirements set out in the“Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Saving and Emission Reduction”(Guo Fa [2007] No.15)

I. Further define principal targets and overall requirements

1. Principal targets

By 2010, the energy consumption per 10000-yuan GDP citywide shall decline by around 20 % from 2005; COD emissions shall be cut by 15% from 2005, SO2 emissions shall be cut by 26% from 2005; urban sewage treatment rate shall reach up to 80%; and the comprehensive recycling rate of industrial solid wastes shall remain at 96% or more. It is our main objective to speed up the construction of a resource-saving and environment-friendly city and to really set the economic and social development on the basis of saving energy resources and protecting environment.

2. Overall requirements

Taking Deng Xiaoping Theory and the important thought of“Three Represents”as the guide, we should implement in an all-round way the scientific viewpoint of development, and focusing on quickly pushing forward the main line of“taking the lead in four aspects”, we should make a solid headway in energy-resources-saving and environment-protecting work. Taking the fulfillment of the energy-saving and emission-reducing task as a rigidity target, we should make determination unshakeable, target unchangeable and strength undiminished so as to earnestly honor the solemn commitment of the government. Combining energy-saving and emission-reducing work with the implementation of the“11th Five-Year Plan”and the three-year action program for environmental protection and with the construction of the State pilot city of circular economy, we should ensure the fulfillment of energy-saving and emission-reducing targets and tasks. Sticking to restructuring, basing on innovation of system, mechanism, technology and management, making combined use of economic, legal and other necessary administrative means, paying attention to cooperation and interaction with neighboring provinces and cities of Jiangsu and Zhejiang in the field of energy saving, emission reduction and environmental protection, we should form a powerful energy-saving and emission-reducing work pattern and long-acting mechanism with the government as the guide and the enterprise as the entity and with joint participation by the whole society.

II. Making more efforts in restructuring

3. Speeding up the elimination of backward production capacity

During the“11th Five-Year Plan”period, the whole city shall adjust and eliminate about 3000 disadvantaged enterprises, inferior products and outmoded techniques, realizing the goal of saving energy by 3 million tons of standard coal. In 2007, the whole city shall adjust and eliminate about 600 disadvantaged enterprises, inferior products and outmoded techniques, saving energy of one million tons of standard coal. During the“11th Five-Year Plan”period, the task of adjusting and eliminating cement, Iron alloy, and small iron and steel smelting operation shall be completed, as well as striving to shut down over 14 cement enterprises, 4 small ferroalloy plants and 14 small iron and steel smelting enterprises.

Production process such as electroplating, heat treatment, foundry, forging shall be adjusted, and the elimination of backward techniques and products in industries of textile, chemical, medication, building material, plastic, leather and ceramics shall be hastened. Any enterprise that is not eliminated on schedule shall be shut down, and the production license and pollutant-discharging license shall be withdrawn by the department concerned, according to law, and the withdrawal shall be made known to the public.

4. Advancing in a solid way the work of“encouraging large power units and restricting small ones”in power industry

According to the requirements set out in the letter of responsibility for shut-down signed by the Municipal People’s Government and the State Development and Reform Commission, during the“11th Five-Year Plan”period, seven power plants with small generation units of 2.108 million KW shall be shut down. After completion of overall renovation, 1.10 million tons of standard coal can be saved, emission of sulfur dioxide can be cut from 88,500 tons/ year to about 8,000 tons/year. In 2007, two generator sets in Nanshi Power Plant and Wujing old plant and the self-owned fuel generator set in Jinshan Petrochemical, with 645,000 KW in all, shall be shut down. In the meantime, the construction of new power source projects and power grid and gas network engineering shall be accelerated to ensure regional electricity and heat supply. Matching policies shall be formulated and implemented and the employees shall be properly diverted and resettled. The joint meeting system for“encouraging large power units and restricting small ones”shall be set up in Shanghai’s power industry, which takes charge of coordination and supervision of major problems in“encouraging large power units and restricting small ones”citywide.

5. Putting energy-guzzling and heavy-pollution projects under strict control from their source

Investment projects in iron and steel, electrolytic aluminum, copper smelting, ferroalloy, calcium carbide, coke, cement and other energy-guzzling and high-pollution industries shall be strictly controlled, and all the above-mentioned projects shall be examined and approved by the project examination and approval department at the municipal level. An energy-saving evaluation and examination system for fixed-assets investment projects shall be established and perfected, and the management procedures for the implementation thereof shall be drawn up. An energy-saving chapter shall be included in the project feasibility study report and project application report submitted by the project applicant, otherwise, the project examination and approval department shall deny the application. No approval is granted to any one that does not undergo energy-saving examination or that fails to pass the energy-saving evaluation and examination. Order shall be made to correct within a time limit if a project fails to comply with the energy-saving requirements after completion of the project. Otherwise, no acceptance is granted.

The system of“approving a project and checking the total amount”shall be implemented strictly, and no approval of environmental evaluation document shall be granted to any newly constructed, renovated or expanded project that fails to obtain the quota of total pollutant discharge; no acceptance shall be given to a project with pollutant discharge exceeding the quota of total amount upon the completion of the project. To a construction project, the access system and“veto by one vote”system shall be introduced with respect to environment protection. No project is allowed to be introduced to the industrial zone where the regional environmental impact assessment is not conducted, infrastructure of environmental protection is not perfect and regional environmental quality fails to reach the standard; the department concerned shall not process relevant formalities for any newly constructed, renovated or expanded project that fails to comply with clean production requirements with its total pollutant discharge unfulfilled or its energy consumption and pollutant emissions exceeding relevant standards set by the State and this Municipality.

6. Actively advancing restructuring of energy sources

We should further increase supply of natural gas source and out-of-town electricity, constantly raising the consumption ratio of clean energy source to make the ratio of coal in the primary energy drop from 53% in 2005 to around 46% in 2010. We should formulate incentive policies to further gear up the exploitation and utilization of renewable energy source such as wind power and solar energy, with the wind power installed capacity reaching 200,000-300,000 KW, a solar energy light-heat equivalent area of 2.5 million sq. meters and a photovoltaic electric power generator set reaching 10 megawatts.

7. Accelerating the forming of industrial structure with service economy as the main part

We should vigorously develop modern service industry and advanced manufacture with low energy consumption, low contamination, high added value and high content of technology. We should carry out“Certain Suggestions of the State Council on Quickening the Development of Service Industry”, further enforce the implementation outline of Shanghai for the development of modern service industry, lay top priority on the development of finance, modern logistics, information service and cultural industry and promote the rapid development of outsourcing service. We should waste no time organizing for the launching of service industry, guiding the work of fund declaration, endeavoring to build a good environment for promoting the development of service industry. We should actively push forward the construction of industrial bases of electronic information, equipment, autos, ships, aerospace and aviation as well as major industrial projects so as to keep lifting the energy level of manufacturing.

III. Focusing on breaking through key points

8. Speeding up the carrying out of 10 key energy-saving projects

We should form an energy-saving capacity of 3 million tons of standard coal with accumulated amount of energy saved reaching 9 million tons of standard coal during the period of“11th Five-Year Plan”. Key energy-saving projects include: electricity-saving projects for electrical equipment, energy system optimizing projects, energy-saving projects of residual-heat and top-pressure utilization, coal-saving projects of coal-fired industrial boilers and furnaces, building energy-saving projects, electricity-saving projects of air-conditioners and household appliances, green lighting projects, projects of distributed energy-supply and others, projects of urban traffic economizing on and substituting petroleum and energy-saving projects of government institutions. We should organize for the formulation of the overall plan of key energy-saving projects and annual progress plans. In 2007, with emphasis laid on advancing the renovation of coal-fired boilers and furnaces, we should reach the goal of saving standard coal of 200000 tons by energy-saving renovation of 3000 coal-fired boilers and furnaces, optimize the energy system of production systems and techniques in key sectors such as iron and steel, petrochemical, electric power and chemical industries, spread the application of high-efficiency green lighting products, energy-saving air-conditioning, high-efficiency motors, high-voltage, high frequency, frequency conversion speeder, cool and thermal storage, recycling of residual heat and top pressure and other new energy-saving technologies.

9. Making efforts to do a good job of construction of major pollutant emission reduction projects

According to the principle of“digesting increment, cutting stock amount and controlling overall amount”, the stress shall be laid on advancing the construction of two major projects, namely, the desulfurization of fume sent by coal-fired power plants and the urban sewage treatment plant (and pipe net). We should speed up the construction of water pollution treatment project, make more efforts in the construction of sewage collecting pipe net in central city areas and the interception and pipe collection of pollution sources during the“11th Five-Year Plan”period, complete in an all-round way the phase-3 project of sewage in central city areas and complete on schedule the upgrade renovation and expanding projects of Zhuyuan and Bailonggang sewage treatment plants; build, continue to build and expand 25 sewage treatment plants in the suburbs, perfect the matching pipe-net projects of 30 sewage plants and the sewage collection pipe-net in 28 industrial zones.

Pushing forward the sulfur dioxide treatment in coal-fired power plants. According to the“Implementation Plan of Shanghai Municipality for the Project of Desulfurization in Coal-fired Power Plants During the 11th Five-Year Plan Period”, 14 coal-fired power plants (9.572 million KW) shall complete fume desulfurization or restructuring by 2010. Among them, 11 power plants (6.508 million KW) that are listed in the third-round three-year action program for environmental protection shall complete the construction of desulfurization facilities by the end of 2008.

10. Fulfilling energy-saving and emission reduction tasks in key fields

(1) Industrial field. We should further intensify responsibility for energy saving and emission reduction in energy-guzzling sectors such as electric power, iron and steel, non-ferrous, petrochemical, chemical and building material, enhance management of key energy-consuming enterprises and equipment and unit consumption of key products, launch a batch of major technical renovation projects of energy-saving and emission reduction, eliminate a batch of backward techniques, equipment and products, raise enterprise energy utilization rate, effectively control the overgrowth of energy consumption and reduce pollutant discharge. We should optimize the operation mode of power generation, give priority in generating electricity to clean, high-efficiency units that make comprehensive utilization of resources and restrict those high- energy-consumption, low-efficiency and heavily-pollutant units in generating electricity. In 2007, 200,000 tons of standard coal shall be saved in replacing 2.3 billion KW of electric energy production.

(2) Traffic sector. We should advance quickly the construction of major hub-type, functional and networked infrastructure, promoting the coordinated development of highway, waterway and other transportation modes. Aviation and railway administration departments shall strengthen scientific management, make technological advancements, and work hard to raise the energy efficiency level. We should carry out the strategy of giving priority to public transit and speed up the construction and development of rail transport. By 2010, 400 kilometers of rail transport basic network shall be basically built up, 300 kilometers of special lanes for public transit shall be completed; the total quantity of motor vehicles in central city areas shall be controlled continuously, and the proportion of urban public transport passenger shall reach over 33% of total traveler. We should strictly exercise the fuel consumption limit standard for riding-vehicles and light commercial vehicles, accelerate the elimination of old, outmoded vehicles with high energy consumption and above-standard emission, actively spread energy-saving, environment-protecting and low-exhaust vehicles, new mixed-power automobiles and new public-transport buses and trams with low energy consumption and environmental protection. New motor vehicles shall exercise in an all-round way the State phase-3 motor-vehicle pollutant emission standard, and in-service vehicles shall undergo the simple operating-mode-detecting method, and joint road inspection shall be conducted.

(3) Building sector. We should vigorously spread buildings with energy-saving, land-saving and environmental protection. Newly erected buildings shall strictly follow the State energy-saving 50% standard and go faster to reach the 65% standard. We should intensify the full-course supervisory management of newly erected civilian buildings following the mandatory energy-saving standards. No formalities of construction start, acceptance upon completion and filing shall be processed for buildings that fail to reach the standards and no sale or use thereof is allowed. Setting the government office building as an example first, and speeding up the energy-saving transformation of existing buildings in combination with comprehensive renovation of old residential housing. We should carry out the energy-saving transformation on 30 million m2 of existing buildings during the“11th Five-Year Plan”period. We should make scale demonstration of building energy-saving new technologies, new materials and new systems in combination with construction of World Expo Parks and World Expo Pavilions to complete 3 million m2 of comprehensive technical-problem-tackling demonstration projects. During the“11th Five-Year Plan”period, the building area integrating renewable energy and building shall increase by 20% on yearly average. A citywide building energy-saving database shall be established.

(4) Commercial sector. We should formulate an energy consumption standard system for Shanghai large commercial establishments according to different business states and different trade energy consumption situations in commercial and catering service sectors. We should make an energy-saving diagnosis for over 350 large stores with an area of over 5000sq.meters across the city in batches, and carry out energy-saving technical transformation. All commercial enterprises shall strictly implement the air-conditioning temperature control standard and the air-conditioning cleaning measures. The activity of quality control and energy saving up to standard shall be conducted in catering outlets.

11. Intensifying the management of energy saving and emission reduction in key units

We should practice the stratified and classified management of key energy consumers and further implement the responsibility system, draw up and carry out the working procedures of Shanghai’s key energy consumers enhancing energy-saving management. We should conduct follow-up inspection, based on the completed energy auditing, of 11 key units that are listed in the national thousand enterprises; in 2007, carry out targeted management and energy auditing of over 100 units with annual energy consumption of 50,000-ton standard coal; gradually establish energy-consumption monthly reporting system for over 800 units with annual energy consumption of over-5000-ton standard coal; the district/county people’s government shall strengthen energy-saving and consumption-reduction supervision over units that consume yearly energy of over-2000-ton standard coal each. Key energy consumers shall set up energy control posts, gradually establishing an energy controller system.

Intensifying the supervision and time-limited treatment of key pollutant sources. Units under key surveillance on environmental protection shall install online monitoring equipment as required and connected to the network of environmental protection supervision department, practicing the“three-joint–action”mechanism of monitoring, supervising and controlling environment to get the pollutant discharge up-to-standard rate rising from 75% in 2005 to 95% in 2010. The municipal, district and county people’s governments shall, according to division of responsibility, order that, according to law, the environment-polluting unit should make treatment within a time limit; and adopt measures of restricting production and discharge during the treatment period to ensure that the discharge will meet the requirement set in the decision on time-limited treatment. The environmental protection department shall, according to law, severely investigate and punish any one that fails to make time-limited treatment or fails to meet treatment requirements.

IV. Accelerating the development of circular economy

12. Deepening pilot circular economy

According to requirements of the State Development and Reform Commission for the first pilot batch of circular economy, we should promote the implementation of the“Implementation Plan of Shanghai Municipality for Pilot Work of Circular Economy”, actively do a good job of recommendation and promotion work for participation in the national second pilot batch of circular economy. While continuing to promote and coordinate the city-level pilot circular economy units such as Pudong New Area and Caohejing New and High-tech Technological Development Zone, We should further increase pilot units, select a batch of units to carry out various pilot types and explore effective modes of developing circular economy on different strata.

13. Promoting comprehensive utilization of resources

Promoting innovation of wall material, prohibiting and restricting the wall material from consuming clay resources. Emphasis shall be laid on carrying out comprehensive utilization of coal ash with hyper-calcium powder, waste residue of desulfurization by power plants and discarded concrete, and a comprehensive utilization capacity of one million tons of waste residue of desulfurization shall be formed by 2010. Support shall be given to the development of certain enterprises that re-make electromechanical products such as auto parts and that recycle discarded electronic wastes. We should promote in an all-round way the construction of segregated collection system of urban domestic garbage, set up and perfect renewable resources recycling network, and raise the recycling rate of renewable resources. We should construct the Laogang comprehensive disposal and resource recovery base of solid waste, and construct a batch of domestic garbage comprehensive disposal plants in the suburbs. By 2010, the citywide domestic garbage resources recycling rate shall be raised from 26% in 2005 to around 50%. We should actively develop circular agriculture and ecological agriculture, further raise the resources recycling degree of stalks and excrements of livestock and poultry, and the commercial organic fertilizer applying area shall reach one million mu by 2010.

14. Building a water-conserving society

We should tighten the water drawing license management, gradually enforcing all coverage of planned- water-using control and strengthening check-up on water users. By 2010, all water users shall have meters installed. We should strictly control the development of high water-consumption and water-use industries, and conduct in an all-round way the water-conserving technical renovation on high-water-use industries such as thermal power generation, petroleum and petrochemical. We should spread water-conserving technologies and appliances, have all newly built and decorated residences use water-conserving sanitary equipment, and complete the water-conserving renovation of 600,000 sets of outmoded toilet tanks in central city areas. We should expand the use of river water, rainwater and normal water in the fields of public works, environmental sanitary, greening and landscaping. We should actively develop water-conserving agriculture, and set up pilot demonstration places of water-conserving social construction in industrial parks, school camps, community areas and enterprises. By 2010, water consumption per 10000-yuan industrial added value citywide shall drop by 30% compared with 2005.

15. Promoting clean production

We should consolidate and drive 100 enterprises carrying out clean production, along with the implementation of the third round of the three-year action program for environmental protection, with stress laid on carrying out clean production in iron and steel, chemical, pharmaceutical, electroplating industries. We should conduct according to law mandatory examination of clean production in heavily pollutant enterprises whose pollutant discharge concentration far exceeds the standard or whose discharge exceeds the quota. V. Strengthening technical exploitation and mechanism innovation

16. Intensifying technical support for energy saving and emission reduction

Strengthening research and development of related technologies and demonstration and spread of industrialization focusing on breaking through the technical bottleneck of energy saving and emission reduction. We should select, in the energy-guzzling and heavy-emission industries such as electric power, metallurgy, petrochemical, chemical, building material, transport and building, a batch of linchpin technologies and universality technologies with large-scale effect of energy-saving and emission reduction and with industrial generality to carry out joint problem-tackling in production, study and research. We should gear up research and development in the fields of new-energy autos, new-type lighting, energy-saving air-conditioners, recovery of residual heat, building thermal insulation, comprehensive utilization of by-products from desulfurization by power plants and resource-transformation and decontamination of sludge. We should speed up the building of a technical support platform for energy saving and emission reduction and cultivation of talents, setting up certain engineering centers and key labs and fostering innovative teams and leading persons.

17. Quickening establishment of the energy-saving technical service system

Expediting the implementation of contract energy management, with stress put on support for specialized energy-saving services providing enterprises, office buildings of Party and government organs, public facilities and schools with streamlined service of diagnosis, design, financing, renovation and operating management for conducting energy-saving transformation. We should cultivate and promote the development of energy-saving service industry, setting up 120 energy-saving service companies within this year and another 2-3 large ones with nationwide radiative capacity in two years to strengthen a good environment favorable to the development of energy-saving services, widen financing channel, perfect intermediary service and establish specialized energy-saving technology trading markets.

VI. Intensifying responsibility for energy saving and emission reduction

18. Establishing a powerful energy-saving and emission-reduction leadership coordination mechanism

Setting up the Shanghai municipal leading group of energy saving and emission reduction with mayor as the group head, relevant deputy mayor as deputy head and chief comrades in charge of municipal departments concerned as members of the leading group. The office of leading group shall be set in the place where the municipal development and reform commission is located, taking charge of routine work of the leading group, with the work relating to pollutant emission reduction in the charge of the municipal environmental protection bureau. All districts and county and key energy consumers shall, in line with their respective realities, establish corresponding leading bodies. The chief officials in charge of every district/county people’s government shall take full responsibility for energy saving and emission reduction in their respective areas.

19. Establishing the responsibility holding system for the government’s energy saving and emission reduction

Including the fulfillment of energy-saving and emission reduction targets in the eco-social development comprehensive evaluation system, enforcing the administrative responsibility holding system and the veto by one vote system. During the“11th Five-Year Plan”period, the citywide energy consumption per 10000-yuan added value in industry shall drop by 30%, and that in the tertiary industry (including transport, tourism, commerce and trade) by 15%, building energy saving by 15%, energy used by the government organs down by 20%, energy consumption per unit added value in every district and county and development zone down by 20% and with certain decline of energy consumption index in education system and health system. We should strictly control the total energy consumption, further perfect the system of step-by-step breakdown of energy-saving targets and check-up, and include responsibility for energy saving and energy consumption reduction and achievement thereof in the target-responsibility system for the governments at different levels and all sectors, and in the leading cadres’annual check-up system. All municipal departments shall, according to division of responsibilities and duties, take charge of energy saving and emission reduction in relevant sectors. The district/county people’s governments shall be responsible for promoting energy-saving and emission reduction in all kinds of enterprises and institutions other than those directly under the central government and the municipality, and affix responsibility for energy saving and emission reduction in cooperation with industrial competent departments. On the basis of the State-set check plan, we should establish a corresponding check mechanism geared to different conditions in State stock-holding enterprises, foreign-funded and non-governmental enterprises and those under the district/county authorities.

We should study and draw up statistical, monitoring and check procedures for pollutant emission reduction and include pollutant emission reduction in the check-up system for leading groups and cadres of the governments at different levels, implement the system of zoning environmental air quality daily report and zoning water environmental quality report, publish on a regular basis environmental quality situation and matters about total pollutant discharge reduction in every district and county and take the check results as one of the basis in rewarding and punishing cadres.

20. Strengthening energy statistics, measurement and other basic work

Establishing and perfecting the quarterly accounting system and the publishing system for the comprehensive energy consumption target per unit GDP citywide, and issuing the inside circular notice on energy consumption conditions in industry, building, communication and transportation, wholesale and retail, accommodation and catering industries. In 2007, we should urge more than 80 medium- and large-size industrial enterprises to carry out the statistical data reporting directly through internet. We should enhance the inspection tour for energy statistical work and strengthen the building of an energy statistical contingent and conduct professional training for statisticians of key energy-consuming enterprises and district/county competent departments, intensify examination and evaluation of statistical data and raise the data quality. According to requirements in the“General Rule for Equipment and Management of Energy Metering Instruments of Energy Users”set by the State, we should urge energy users to be equipped with perfect energy metering instruments and do a good job of energy metering management according to law.

VII. Giving play to the incentive and restrictive role of policies

21. Giving full play to the price leverage

Deepening the price reform of energy resources, further raising prices of energy resources and pushing forward the price reform of fuel-gas, water and electricity. We should intensify the practice of differential rates of electricity for backward enterprises in energy-guzzling industries such as metallurgy, carrying out differential rates for disadvantaged industries and enterprises that are listed in the elimination category. We should enforce measures of progressive markup, practicing progressive price markup for the part in newly added projects that exceeds the authorized level of energy-saving examination and for the part in existing projects that exceeds the energy consumption quota. We should strengthen control over the power-demanding side by using the means of price. We should perfect the plan for reform of water rates, establishing a price mechanism that promotes water saving, pursuing step water rates, and rationally raising different water rates. We should gradually raise the fee-collection standard for pollutant discharge in the principle of compensating for the treatment cost. We should give priority to desulfurized power plants in getting on grid and implement the electricity rate policy favorable to desulfurization of fumes, and hammer out in good time the fee-collection policy on residents’domestic garbage.

22. Increasing input in energy saving and emission reduction

The municipal and district/county two-tier governments shall allocate a certain amount of funding to support, by using means of subsidies and awards, key projects of energy saving and emission reduction, high-efficiency and energy-saving products and the spread of energy-saving new mechanism, the building of energy-saving control capacity and pollutant emission reduction supervision system. We should further give play to the role of the government’s special funds for all kinds of energy saving and emission reduction, with emphasis laid on supporting energy-saving technology renovation and eliminating backward production capacity and on building and traffic energy saving as well as exploitation of renewable energy sources, and draw up procedures for management of special funds for energy sources. We should further increase the inclination of fiscal capital construction investment toward projects of energy saving, environmental protection and resource comprehensive utilization. During the“11th Five-Year Plan”period, the citywide input in environmental protection shall stay at the level of 3% of the city GDP in the corresponding period. The emphasis of the government’s input in environmental protection shall be laid on supporting the building of pollutant emission reduction projects and the control capacity of environmental protection. We should strengthen the supporting policies on the use and protection of water resources and conservation of other sensitive ecological zones, exploring paid use of total pollutant discharge and transaction of pollutant discharge rights, and studying the measures of levying compensation fees for ecological environment. We should attract and encourage enterprises and the general public to increase input in energy saving and emission reduction.

23. Implementing and specifying the taxation and financial policies on energy saving and emission reduction

Further implementing the preferential tax policy of the State on energy and water saving, resource comprehensive utilization, and energy-saving technology transformation. We should track and understand the matters about policy implementation, intensify the publicity on preferential energy-saving tax policy and guide enterprises to make good and full use of relevant policies. We should encourage and guide financial institutions to extend more credit support for circular economy, environmental protection, energy-saving and emission reduction technical renovation projects, giving priority to eligible energy-saving and emission reduction projects and circular economy projects in offering direct financing service, and urge financial, energy-saving, environmental protection, credit service sectors to establish the environmental information reporting system and cover information about enterprise energy-saving and environmental protection in the enterprise credit service system.

VIII. Strengthening the building of legislation and standards

24. Further strengthening the formulation of local laws, government regulations and normal documents

According to legal procedures, quickening revision and formulation of the“Regulations of Shanghai Municipality on Saving Energy”,“Procedures of Shanghai Municipality on Implementing the‘Law of the People’s Republic of China on Prevention and Treatment of Atmospheric Pollution’”, and the regulations on the management of civil architecture energy saving, recovery and disposal of waste and old household appliances, the energy-saving evaluation and examination management of fixed-asset investment projects, the supervisory management of operation of environmental protection facilities, the pollutant discharge license and the prevention and treatment of livestock and poultry breeding pollution, the management of urban drainage and sewage. We should pay close attention to completing the formulation and revision of regulations and normal documents on energy-saving supervisory management, energy-saving management in key energy users, and management of economizing on electricity. We should carry out legislative investigation and study of the procedures on environmental management in Shanghai’s industrial zones and the regulations of conservation of drinking water sources.

25. Perfecting energy-saving and environmental protection standards

We should waste no time drawing and perfecting the energy consumption limit standard for major energy-consuming products and large public buildings, and the energy consumption standard quota for all kinds of civil architecture. We should strictly implement the energy efficiency standard for relevant products promulgated already by the State, speed up the implementation of the energy efficiency marking system on those products with big energy-saving potential and with a wide applicable scope such as autos, air-conditioners, refrigerators, fans and pumps, and enhance supervision and inspection of energy efficiency marks. In respect to industries without State-set energy consumption standards and products without State-set energy efficiency standards so far yet, the municipal department concerned shall speed up the formulation of local standards. We should quicken the formulation of a batch of local environmental technology specifications and standards for pollutant discharge in iron and steel, petrochemical and chemical industries.

26. Strengthening law enforcement supervision and inspection of energy saving and emission reduction

Intensifying routine supervision and inspection of key energy-consuming enterprises and pollutant sources, exposing to the public any units that violate laws and regulations of energy saving and environmental protection, investigating and punishing such units according to law. We should conduct long-distance monitoring of key energy consumers with annual energy consumption of over-50,000-ton standard coal, and strengthen energy-saving supervision on examination and approval of new projects and on such links as design, construction, acceptance and operation of projects. We should enhance investigation and punishment of law-breaking acts of discharging water pollutants above the standard and severely polluting water environment, with stress laid on sewage treatment in industrial zones; and strictly implement regulations concerning time-limited treatment and pollution control during the trial production. We should actively push forward special campaign of environmental protection law enforcement, with emphasis laid on organizing for the launching of special law enforcement inspection of pollution sources discharged directly into rivers, carry out a special tackling of black smoke sent off chimneys, continue to carry out special law-enforcement campaigns of screening and rectifying enterprises discharging pollutants illegally, safeguarding health of the masses and protecting water source places, organize the launching of a special law-enforcement inspection of medical waste, and continue to expose typical environmental law breaches, publish the list of law-breaking enterprises so as to effectively crack down on enterprises discharging pollutants illegally. The responsibility investigating and affixing system shall be set up for energy saving and environmental protection law enforcement.

IX. Strengthening publicity education

27. Strengthening publicity reporting on energy saving and emission reduction

All major news media shall draw up the annual publicity report plan, including energy-saving and emission reduction in major theme publicity activities, open a special column of energy saving and emission reduction, conducting in-depth report in the important pages and in the important time interval; make and publish public service ads of energy saving and emission reduction, publicize the importance and urgency of energy saving and emission reduction, as well as the policy-related measures adopted by the State, vigorously carry forward social morals of“credit to thrift and shame on waste”, popularize knowledge of energy-saving and environmental protection, and raise the whole society’s awareness of thrift and environmental protection. We should actively publicize advanced energy-saving models, disclose and expose negative examples of wasting energy resources and causing severe pollution to environment.

28. Organizing well the major theme publicity activity

Meticulously organize the publicity activities of national energy-saving publicity week, the national city water-saving publicity week and the World Environment Day, the Earth Day, and the Water Day. We should organize relevant units to compile and issue booklets on knowledge of energy saving and environmental protection, and organize enterprises and institutions, organs, schools, communities to launch ordinary publicity on energy saving. The government department shall commend and reward on a regular basis units and individual persons that have made outstanding contributions to the work of energy saving, consumption and pollutant emission reduction.

29. Strengthening publicity education for youngsters on resources saving and environmental protection

Relevant departments shall organize for compilation of related materials infiltrating the concept of resources saving and environmental protection in education and teaching of schools of various kinds at different levels. Middle and primary schools shall carry out the theme activity of resource saving and environmental protection at least once every term to cultivate thrift and environmental-protection awareness of youngsters from childhood so as to achieve the effect of producing an influence on students through education, on families through students and on society through families.

30. Mobilizing citizens and community groups to participate broadly

We should energetically advocate green consumption, and organize for compilation of consumer behavior guides and resources saving conventions, encourage the buying and using of green products, and guide citizens to be rational consumers reducing waste. We should include water-, electricity- and gas-saving as one of the standards for election of the civilized unit and community, organize the launching of million employees’energy-saving and consumption reduction emulation activity and give play to the role of social groups, trade associations and mass organizations, encouraging them to carry out activities of consultation study, training, discussion and publicity with regard to energy-saving and consumption reduction.

X. Giving play to the exemplary role of the government

31. Amplifying the system of energy-saving management in organs

Making efforts to build an organ culture of advocating thrift, practicing strict economy and conducting rational consumption. Organs at various levels shall appoint energy-saving controllers, carrying out analysis of energy utilization situation in respective units, putting forward suggestions on the staged target for energy saving and taking corresponding energy-saving measures. We should do a good job of quarterly reporting energy consumption data; establish the responsibility system for energy consumption information collection and the statistical record-keeping account system, publish energy consumption statistical matters on a regular basis and release in good time information on energy saving of units under city-level organs. We should establish a control mode of interaction between energy consumption standards for city-level organs and administrative fund budgets, gradually enhancing auditing and supervision of water, electricity and gas outlay budgets of organs and institutions. We should establish a scientific mechanism for inspection of energy consumption and check of behavioral energy saving, through regular spot checks and inspections by units themselves, organize energy-saving model elections on a regular basis, commend and reward units and individual persons with outstanding achievements and issue circular notices on units with wasteful behaviors.

32. Paying close attention to energy-saving in office facilities and equipment

Taking the centralized office buildings and units with annual energy consumption of over-1000-ton standard coal as key points to conduct survey and study of the energy consumption situation, make an energy-saving diagnosis, and carry out energy-saving transformation projects by step and in stages. We should put forward as soon as possible and put into effect the transformation plan for mess halls or canteens to save gas. We should strengthen inspection of service cars in oil saving, authorize the energy-saving standard for service cars on the basis of controlling the set number and fitting standard of cars, further spread designated maintenance and insurance for vehicles and implement the system of gas-filling at the designated station with one card for one car.

33. Strictly implementing the green procurement system

We should conscientiously carry out the“Implementation Suggestions on Government Procurement of Energy-Saving Products”, and the“Implementation Suggestions on Government Procurement of Environment-Label Products”, and while strictly examining procurement funds, compel the procurement of high-efficiency, energy-saving, water-saving and environment-label products regarding the government procurement items such as air-conditioners, computers, printers, monitors, copiers and other office equipment and lighting products and water appliances. We should establish an evaluation and examination system and a supervision system for government procurement of energy-saving and environment-label products.
