Attention: all District and County People’s Governments, and all relevant Commissions, Offices and Bureaus (Administrations) of the Municipal People’s Government:
The“Provisions on the Allotment of Functions, the Set-up of Internal Structure and the Manning Quotas of Shanghai Municipal Financial Service Office”has been approved by the Municipal Government, and we hereby print and distribute these Provisions to you.
Provisions on the Allotment of Functions, the Set-up of Internal Structure and the Manning Quotas of Shanghai Municipal Financial Service Office
According to the“Official Reply of Municipal Committee of CPC and Shanghai Municipal People’s Government on Establishing Shanghai Financial Service Office”(SMCCPC (2002) No.357), the Shanghai Financial Service Office is set up. The Shanghai Financial Service Office is a functional department of the Municipal Government, in charge of the work of financial administration and service.
I. Main duties
1.To cooperate with the central supervisory institutes of the central government in implementing national finance-related guidelines, policies, laws and regulations, and at the same time, in the light of the actual circumstances of this Municipality to make suggestions on the work and organize their implementation.
2.To formulate and revise the medium- and long-term plannings and working plans of the development of this Municipality’s finance industry in accordance with the overall planning of the national economy and social development of this Municipality.
3.To study and analyze the macro financial situation, national financial policies and the financial operation in this Municipality, and to make advice and policy suggestions on how to improve financial environment, strengthen financial service and promote financial development.
4.To assist the supervisory institutes of the central government and relevant municipal departments to rectify and normalize financial orders, to coordinate and handle the work of prevention and elimination of financial risks, to strengthen the construction of social credit system in this Municipality, to safeguard the stability of society, and to promote the construction of the financial security area.
5.To implement the macro administration of the local financial institutes, and to coordinate the optimal allocation of the local financial resources.
6.To be responsible for the contact between the local government and the financial institutes of the central government and their financial agencies in Shanghai, to do a good job on the work of cooperation and coordination, and of the exchange of information.
7.To promote the reform and innovation of the financial industry in this Municipality and its opening to the outside world, and to support the comprehensive reform of the financial institutes.
8.To cooperate with the supervision institutes and the relevant departments in doing the work of promoting the building of modern enterprise system of listed companies, of improving the structure of corporate governance, of enhancing capital quality, and etc..
9.To undertake other tasks assigned by the Municipal Government.
II. Internal structure
According to the above-mentioned main duties, the Shanghai Financial Service Office sets up internally 5 functional sections (divisions). They are:
1.Policies Research Division;
2.Finance Institution Section;
3.Comprehensive Coordination Section;
4.Liaison Service Section;
5.Listed Companies’Asset Restructuring Section.
III. Manning quotas and leadership positions
Shanghai Municipal Financial Service Office has a staff of 55 persons as its administrative manning quotas, among which there are one director, two or three deputy directors (part-time not included) and 15 positions of chief and deputy chief at the section (division) level.
Moreover, the Office of Leading Group of Shanghai Listed Companies’Assets Restructure is dissolved and its functions are merged into the Shanghai Municipal Financial Service Office, nevertheless, externally the signboard of the Office of Leading Group of Shanghai Listed Companies’Assets Restructure is still maintained.
