Notice of the General Office of the Shanghai Municipal People's Government on Further Launching the All-People-Saving-Energy Campaign in This Municipality

Attention: all District and County People’s Governments, and all relevant Commissions, Offices and Bureaus (Administrations) of the Municipal People’s Government:

To conserve resources and protect environment is a prerequisite to the deepening of the implementation of the scientific viewpoint of development and the quickening of the accomplishment of“Four Leads”and the acceleration of the construction of“Four Centers”and also is a common duty and responsibility of the whole society. In recent years, the municipal Party committee and the municipal people’s government have, according to the unified arrangement of the central authorities, adopted a series of effective measures and achieved remarkable successes in energy-saving work. In order to implement the“Notice of the General Office of the State Council on Further Launching the All-People-Saving-Energy Campaign”(SC GO G [2008] No. 106), mobilize all social forces to jointly push forward the energy-saving work in this Municipality in an extensive and penetrating way, and ensure the steady and faster economic and social development of this Municipality, we hereby issue the following notice on further launching the all-people-saving-energy campaign in this Municipality:

I. Further raising the energy-saving awareness of all people

Energy is an important basis for national economy and also an essential condition for raising and improving the people’s livelihood. To launch the all-people-saving-energy campaign and reduce energy waste is one of important measures taken by this Municipality for welcoming the 2010 World Expo Shanghai and for building a resource-conserving and environment-friendly city, which has a bearing on the immediate interests of the masses of the people. It is necessary to proceed from the overall situation and strategic height, further raise the energy-saving awareness of all people, enhance the senses of urgency and crisis, and boost the energy-saving consciousness of society on the whole. All departments and units shall ascertain job responsibility, perfect all rules and measures, and work hard to build a kind of organ culture that advocates and practices strict economy and rational consumption. The leading cadres at various levels shall play an exemplary role in energy-saving work, carry out the work by actual efforts and take the lead in implementing all kinds of energy-saving measures.

II. Specifying major contents of the all-people-saving-energy campaign

1. To control vehicle fuel consumption

(1) Starting from November 1, 2008, apart from certain special service vehicles, the service vehicles of all administrative agencies, mass organizations, institutions and state-owned enterprises shall stay off the roads one day each week depending on the final digit of their license plate numbers, cars with plates ending with 1 or 6, 2 or 7, 3 or 8, 4 or 9, and 5 or 0 banned on Mondays to Fridays respectively. At the same time, the official vehicle reform shall be accelerated. Also, other units and individual persons shall be encouraged to keep their cars off the road one day each week by reference to the above-mentioned principle and to travel more by public transport means.

2. The standards of limited fuel consumption by passenger vehicles and light commercial vehicles shall be strictly implemented, the elimination of outdated vehicle types with high energy consumption and excessive emission shall be quickened, any service vehicles below the environmental standards and with high fuel consumption shall be out of use and energy-saving and environment-friendly vehicles shall be actively promoted in terms of supply and use. The vehicle mileage and fuel consumption of service cars shall be reduced through centralized management, unified dispatch and rational use.

2. To strictly control the indoor air-conditioning temperature

(1) Except for approved special need, the air-conditioning temperature in all public buildings shall not be set at below 26℃in summer and over 20℃in winter. Residents shall be encouraged to set their air-conditioning temperature by reference to the above-mentioned standards. Except for important foreign affairs activities or special requirements, everyone shall conduct official activities in plain clothes in summer.

(2) Property management departments shall fully use residual cool or heat of air-conditioning, switching off the central air-conditioning system appropriately ahead of time. Air-conditioners at public places of office buildings such as corridors, elevator halls, and lobbies without service windows shall be turned off. Indoor air-conditioners shall be turned off in time after the staff go off work.

3. To reduce lighting energy consumption

(1) Energy-saving lighting shall be applied in all office and conference rooms of administrative agencies in this year to reduce electricity for lighting. Units and families shall be encouraged to have their air-conditioners stay on one hour less and turn on electric lights half an hour later each day during electricity-consuming peak hours in summer, to make the best of natural lighting and to turn off lights when leaving to eliminate the phenomena of lights being on day and night or in broad daylight.

(2) On the premise that traffic safety of vehicles and pedestrians are ensured and that security need is met, street lamps and lighting systems at public parts of office buildings shall be rationally switched on and off, with unnecessary lighting in the nighttime switched off and with renewable energy lighting applied and popularized. The time and frequency of using landscape lighting systems for office buildings shall be strictly controlled. Landscape lighting shall be put under control according to different areas and levels, with only major night scenic spots such as the Bund lit up on the ordinary nights while major areas at municipal and district levels lit up on the festival and holiday nights with the controlled lighting time of less than 3 hours; all landscape lighting in this Municipality may be switched on during important festivals. All landscape lighting shall be switched off during the electricity-consuming peak time such as high-temperature, freezing, raining and snowing days, so as to ensure the electricity supply for residents and production.

4. To further strengthen energy conservation of common electrical appliances and public facilities

(1) Office equipment such as computer mainframes, monitors, Xerox machines, faxes, and wiring boards with indicating lamps and all kinds of household appliances shall be switched off in time when they lie idle so as to reduce their standby energy consumption. The number of electric water dispensers used in offices shall be reduced.

(2) The elevators in office buildings of administrative agencies at all levels shall in principle not run below the third floor inclusive, with fewer elevators running during non-peak hours. It is advocated that the elevators in high-rise buildings run in sections or stop only at every other floor and that everyone goes up and down stairs in a short distance without taking an elevator so as to reduce the use of elevators.

5. To promote green consumption

(1) Consumers shall be encouraged and guided to buy and use green household appliances such as air-conditioners and refrigerators with above-grade-2 energy-efficiency labels or energy-saving product certification marks. New energy-saving techniques, new materials and new products such as energy-saving lamps, doors, windows and wall materials and environment-friendly, energy-efficient small-displacement automobiles shall be popularized and used. The administrative agencies at all levels shall earnestly implement relevant provisions on compulsory procurement of energy-saving products and give priority to purchase of high-efficiency, energy-saving, green and environment-friendly products. Relevant provisions on restricting the production, sale and use of plastic shopping bags shall be strictly implemented, and the practice of carrying cloth bags and vegetable baskets as ever and repeatedly using energy-saving, environment-friendly shopping bags be promoted.

(2) The disposable-articles-reducing management shall be intensified. Disposable chopsticks, paper cups, signature pens, etc. shall be promoted to be out of use. The administrative agencies at all levels shall take the lead in reducing the use of disposable articles and recycling office articles as much as possible. No hotels and restaurants of various kinds shall be active in offering disposable toiletries but they shall have such articles as bath gel and shampoo packed gradually in large containers instead of small bottles. Effective measures shall be adopted to rectify excessive packaging, with enthusiasm for curbing excessive packaged products.

III. Creating a good atmosphere

1. News and publicity departments shall, jointly with the municipal energy-saving and emission reduction office and other departments, study and formulate a publicity scheme for all-people-saving-energy in this Municipality, carrying out concentrated publicity and daily publicity with priority given to the tense supply-demand situation of energy, the significance of energy conservation, energy-saving knowledge and methods, energy-saving policies and laws and advanced energy-saving examples, and actively promoting the development approaches, consumption patterns and life-styles featuring energy conservation and environmental protection, so that all walks of life can participate in saving energy on their own initiative. Mass organizations, trade associations and non-governmental organizations shall be encouraged to carry out such activities as consultation, study, training, discussion and publicity in relation to energy saving and emission reduction. Televisions, Internet, newspapers, magazines and other media shall, during important time periods or on important pages, increase the frequency of reports, intensify in-depth reports, boost public-good advertisements on energy-saving, actively publicize advanced energy-saving examples and expose energy-wasting phenomena, so as to give full play to the role of supervision by public opinion. Active efforts shall be made to organize and promote energy-saving publicity in administrative agencies, enterprises, schools, communities, families, so as to form a civilized tendency that energy saving is regarded honored while energy wasting shameful.

2. Relevant departments shall organize well certain major theme publicity campaigns such as the National Energy-saving Publicity Campaign Week and organize and mobilize administrative agencies, enterprises, institutions, schools and communities to carry out regular energy-saving and environmental protection publicity. During the National Energy-saving Publicity Campaign Week every year, relevant departments shall organize distinctly-themed and multiform activities to experience energy shortage, so as to raise energy-saving awareness. The chief persons in charge of governmental departments at all levels shall take part in such activity to experience energy shortage once every year. Primary and middle schools shall carry out the themed activity for resource conservation and environmental protection at least once every term, so as to foster energy-saving and environmental protection awareness of teen-agers from their childhood. Energy production and operation units and energy-consuming units shall commend the collectives and individual persons that have made remarkable achievements in energy-saving work.

IV. Doing well in organization and coordination work

The municipal energy-saving and emission reduction office shall, jointly with relevant departments and units, arrange for launching the all-people-saving-energy campaign in this Municipality and intensify guidance to and coordination with every district/county and department in terms of the all-people-saving-energy campaign. It is imperative to focus on saving electricity and oil, adopt practicable technical and managerial measures, ascertain job responsibility, perfect the appraisal system and bonus-penalty mechanism, reduce total energy consumption by administrative agencies, and be conscientiously subjected to supervision by society and public opinion, so as to bring into play the exemplary role of administrative agencies in social energy-saving.

V. Intensifying supervision and administration

Administrative agencies at all levels and government-managed public places shall take the lead in strictly implementing all energy-saving measures. The departments of supervision, state-owned assets supervision and administration, government offices administration, etc. shall intensify the supervision and administration over the use of official vehicles. Auditing departments shall intensify special auditing of the use of official vehicles. An appraisal and examination system and a supervision system shall be instituted for government procurement of energy-saving and environment labeling products. The energy-saving authority and the energy-saving supervision agency shall, jointly with the departments of quality and technical supervision, industry and commerce, etc., intensify energy-saving law-enforcement and inspection, and, according to law, intensify supervision over and inspection of the air-conditioning temperature control in administrative agencies and public places, especially in government-managed public places (museums, art galleries, cinemas, etc.), the public institutions’rational use of energy, the production, sale and use of plastic shopping bags, the product energy-efficiency labeling system and the excessive packaging, so as to urge and help relevant units to rationally use electricity and economize on energy, thus eliminating waste and ensuring the real implementation of all energy-saving measures.
