Attention: all District and County People’s Governments, and all relevant Commissions, Offices and Bureaus (Administrations) of the Municipal People’s Government:
The surveying and mapping work is a preliminary and fundamental operation for safeguarding the economic and social development and national defense construction. We hereby put forward the following implementation suggestions on further enhancing the surveying and mapping work of this Municipality in accordance with the “Suggestions of the State Council on Enhancing the Surveying and Mapping Work” (SC [2007] No.30):
I. Unify thoughts，enhance publicity, keep improving the understanding of the importance of surveying and mapping work
1. Fully understand the importance of surveying and mapping work. The surveying and mapping work renders extensive services in many fields including economy, national defense, culture and education, administration, and people’s livelihood, as well as involves the State’s  secrets and security. The surveying and mapping work is an important means to accurately master the national conditions and strength, and to improve the level of management and decision-making. Modern surveying and mapping technology has become an important embodiment of the State’s science and technology level, and the geographic information industry is becoming a new economic growth point. The all-round promotion of surveying and mapping safeguard and service has a significant effect on boosting a better and quicker development of this Municipality’s economy and society.
2. Publicize and popularize the surveying and mapping knowledge. Enhance publicity on surveying and mapping and guidance to public opinion, and disseminate the surveying and mapping knowledge to make the general public and relevant sectors further understand and support the surveying and mapping work, thus creating a good environment for healthy development of the surveying and mapping undertakings.
II. Perfect legal system, strengthen leadership, keep improving the management mechanism of surveying and mapping
3. Perfect the system of Shanghai surveying and mapping regulations. Further revise and perfect relevant rules and regulations on the management of surveying and mapping in accordance with the “Surveying and Mapping Law of the People’s Republic of China” and other laws and regulations and legal procedures, continually establishing and perfecting the regulatory system of surveying and mapping in line with the State laws and regulations on surveying and mapping and in conformity with the actual circumstances of Shanghai.
4. Enhance the leadership on surveying and mapping work. Governments at all levels shall attach great importance to the surveying and mapping work, further enhance the leadership thereon, take effective measures to earnestly solve the outstanding problems therein and create a good environment for the development of surveying and mapping undertakings.
5. Strengthen management of surveying and mapping. The Shanghai municipal management office of surveying and mapping shall earnestly perform duties, strengthen the self-building, increase administrative strength, enhance the unified supervision and administration over the surveying and mapping work of Shanghai, and raise the capability of administration-by-law on the principles of unification, coordination, and effectiveness. Relevant departments shall, in accordance with respective duties, give more support for the surveying and mapping work, strengthen cooperation and coordination, and jointly do well the surveying and mapping work.
6. Guarantee the implementation of basic surveying and mapping. Bring basic surveying and mapping into the annual plan of national economic and social development of this Municipality, and the outlay for basic surveying and mapping into the financial budget of this Municipality, with the input level being raised step by step. Where the district/county people’s government has special requirements on basic surveying and mapping, such requirements shall be brought into this Municipality’s basic surveying and mapping planning and annual plan upon the approval of the Municipal People’s Government. Establish and perfect the mechanism of public finance input in such aspects as the construction and maintenance of basic surveying and mapping facilities, the guarantee to public emergency surveying and mapping, the innovation of surveying and mapping technologies and the standardization of surveying and mapping and geographic information, and increase the input as well. The finance department shall adopt special-item management of financial funds for basic surveying and mapping, and enhance the supervision and performance evaluation on the use of such funds to raise the utility rate of financial funds.
III. Stress key points, embody characteristics, keep enhancing the unified supervision and management of surveying and mapping
7. Tighten the surveying and mapping qualification admittance system. Further enhance management of surveying and mapping qualification, perfect each system of annual qualification registration, make scientific definition of the examination and approval standards for the surveying and mapping qualification, carry out the examination and verification of surveying and mapping qualification in strict accordance with the law, strengthen the post-approval supervision on surveying and mapping qualification and improve the actual effect of supervision on the surveying and mapping market. Combine the annual qualification registration of surveying and mapping with routine inspection in an organic manner, and grasp information on qualified surveying and mapping agencies in a timely and dynamic manner to make the surveying and mapping management more pertinent and more effective.
8. Enhance management of surveying and mapping achievements. Strictly carry out the system of collecting and submitting the surveying and mapping achievements. The surveying and mapping achievements of government-invested projects must be collected and submitted in time to the surveying and mapping authority according to law, and Shanghai municipal management office of surveying and mapping shall enhance regular inspections and key-point spot-checks on the collection and submission of surveying and mapping achievements. Actively advance the information technology management of surveying and mapping achievements and archives thereof, perfect the security guarantee system thereof, and fulfill the system for backup thereof in other places; strengthen the management of the provision and use of surveying and mapping achievements, and perfect the examination and approval procedure. Intensify the supervision over the secrecy and use of confidential surveying and mapping achievements, and crack down, according to law, on crimes of stealing and illegally providing overseas the State’s secret surveying and mapping achievements.
9. Enhance the supervision over new-type maps. Enhance the supervision over such novel maps as digital maps and Internet maps. Under the frame of the current laws and regulations, bring into full play the functions of Shanghai municipal coordination and guidance group of publicity and education on awareness of national territory and supervision on the map market, meticulously organize and work hard on the special activity of tackling the Internet maps. and rectify and normalize the collection and processing of geographic information and the Internet maps market. Integrate the map management forces of relevant departments to raise the administrative capability and quality, and ensure the order and norms of Shanghai map market.
10. Enhance the supervision over the quality of surveying and mapping products. Intensify the supervision and inspection over the quality of surveying and mapping products, aiming supervision and inspection more directly at the product quality, especially the quality of products in planning surveying and mapping, real estate surveying and mapping, navigation-use electric maps, underground pipelines and major construction project surveying and mapping and in other key fields that have a bearing on personal and property security and have a wide influence. Actively push forward the institutional innovation of the surveying and mapping quality, and the quality credit building of the surveying and mapping industry. Investigate and punish according to law any illegal acts of violating the laws, regulations and standards on the quality of surveying and mapping products.
11. Strictly carry out the law enforcement on surveying and mapping. Strengthen the surveying and mapping law enforcement forces, enhance the training on law enforcement personnel to improve their professional and political quality. Further strengthen cooperation between the surveying and mapping authority and the departments of science and technology, tourism, national security, secrecy and others, establish and perfect such working mechanisms as information circulation, cooperation in investigation, transfer and joint handling of cases between departments, intensify law enforcement, severely punish law- or rule-breaking acts of surveying and mapping without license or beyond qualification or scope, or arbitrarily collecting or providing geographic information and further normalize Shanghai surveying and mapping market.
IV. Innovate in science and technology, perfect services, keep raising the capability of surveying and mapping guaranteeing and serving the economic and social development.
12. Expedite the construction of basic geographic information sources. Continue to rely on the development of surveying and mapping science and technology，keep exploiting potentialities, explore technical means for dynamic monitoring on the change of basic geographic information, further shorten the renewal cycle of basic topographic data, raise the present-situation level of basic topographic data, and respectively realize the half-year, one-year and two-year renewal cycle of basic topographic data in the form of 1:500. 1:1000, and 1:2000. Explore the collection, renewal and management of basic geographic information extending from the earth’s surface to underground space，properly adjust the covering range of basic topographic data in the form of 1:500. 1:1000, and 1:2000, and form the coverage of basic topographic data adapting to the needs of urban planning, construction, administration, and economic and social development.
13. Establish and perfect the renewal and maintenance mechanism for geographic information of underground pipelines. To strengthen the management of geographic information on underground pipelines, Shanghai municipal management office of surveying and mapping shall take the lead, coordinating with the municipal and district administrative departments of construction, and relevant administrative units of public pipelines in establishing the renewal and maintenance mechanism of geographic information database of underground pipelines. To guarantee the normal operation of underground pipelines and the public security of this Municipality, an accurate and real-time geographic information database of underground pipelines in Shanghai shall be established by carrying out the general survey and tracking measurement of underground pipelines.
14. Push forward the co-building and sharing of geographic information sources. Actively explore the mechanism of co-building and sharing of geographic information, specify the contents, forms and responsibilities of co-building and sharing, and make overall planning and coordination for the geographic information data collection, division of work, continuous renewal, and service-sharing. Actively advance the integration of geographic information data, avoiding duplicated surveying and mapping. Make full use of the proper available surveying and mapping achievements. Strengthen regional cooperation, giving full play to the development-balanced and resources-intensive advantages, the features in the Yangtze River Delta, and reinforce the co-building and sharing of basic geographic information within the Yangtze River Delta, promoting the overall planning and whole development of the regional functions.
15. Extend the service range of surveying and mapping. Actively push forward the application of surveying and mapping achievements in economic and social development, keep extending the service range of surveying and mapping, and raising the service level and efficiency. Strengthen this Municipality’s surveying and mapping services of public welfare nature to rural areas and develop suitable surveying and mapping products for the construction of the new country. Expedite studies for rolling out the database of Shanghai surveying and mapping achievements catalogue, forming a distributed and multi-level catalogue system, and providing users with quick-query services for information about the catalogue of Shanghai surveying and mapping achievements. Speed up the perfection and introduction of a networked, integrated service system for geographic information distribution, forming a networked supermarket for geographic information products, and further enlarging the service scope of surveying and mapping application.  
16.Set up a public platform of basic geographic information. Shanghai Institute of Surveying and Mapping shall, in line with the requirements of information-based national economy and society, and on the basis of basic geographic information database, integrate the information resources related to the geospatial position, and set up an e-government geographic information platform oriented to government departments, a digital map database serving the enterprises and institutions’ geographic information application and a public welfare map website oriented to public query services, so as to form a public platform of Shanghai basic geographic information and better satisfy the demands of the government, enterprises, institutions, and people’s livelihood for public products and services related to basic geographic information. The geographic-position-based information system constructed with financial funds shall adopt the data of the public platform of Shanghai basic geographic information.
