Article 1 (Purposes)

With a view to promoting the sharing of large scientific instruments and facilities, raising their utilization ratio and stimulating the enthusiasm in providing sharing services of the units in this Municipality that manage such scientific instruments and facilities and of personnel relevant thereto, these Procedures are formulated in accordance with the“Provisions of Shanghai Municipality on Promoting the Sharing of Large Scientific Instruments and Facilities”.

Article 2（Application Scope）

These Procedures apply to the work of evaluating and rewarding services to the sharing of large scientific instruments and facilities provided by management units in the administrative areas of this Municipality, such as higher-learning institutions, scientific research institutes and enterprises (hereinafter referred to as“management units”).

Article 3 (Award Fund)

This Municipality sets up award funds for services to the sharing of large scientific instruments and facilities with the required outlay included in the departmental budget of the municipal science and technology commission.

Article 4 (Principle of Evaluation and Reward)

The evaluation and reward of services to the sharing of large scientific instruments and facilities in this Municipality shall follow the principle of“openness, fairness and justness”, and be carried out once a year.

Article 5 (Scope of Evaluation and Reward)

The management units of large scientific instruments or facilities purchased or constructed with funds wholly or partially contributed by the municipal or district/county public finance shall accept the evaluation of services to the sharing of the instruments and facilities; the management unit of large scientific instruments or facilities purchased or constructed with other funds, such as national finance and social finance, shall be encouraged to accept the evaluation.

Article 6 (Evaluation Content)

The evaluation of the management unit’s services to the sharing of large scientific instruments or facilities shall include: matters related to the sharing service provided by large scientific instruments or facilities, condition of the large scientific instruments or facilities the utilization of which may be shared, the management system, condition guarantee and other things for the sharing of utilization thereof.

Article 7 (Evaluation Procedure)

1. The municipal science and technology commission shall notify all relevant municipal competent departments to organize and carry out the annual evaluation of services to the sharing of large instruments and facilities provided by the management units under their jurisdiction every year; the evaluation period shall be from January 1 to December 31 in the last year.

2. The management units shall, as required, verify matters respecting services to the sharing of the large scientific instruments and facilities in their respective units, and through the service system for sharing scientific instruments on the Shanghai R&D public service platform, make the application for evaluation and reward, print paper materials on-line, and submit them to relevant competent department.

Where the competent administrative department is a district/county administrative department, relevant materials shall be submitted to the district/county science and technology commission; without a competent administrative department concerned, the submission shall be for the municipal science and technology commission.

3. All relevant competent administrative departments shall organize experts or entrust intermediate agencies to conduct evaluation, fill in expert evaluation forms, and give out evaluation results. The evaluation results divide into excellence, up to standard and not up to standard. Among them, the number of management units evaluated excellent shall not exceed 10% of the participants in the evaluation.

Article 8 (Evaluation Results Published)

Upon authorization of evaluation results, relevant competent administrative departments shall award evaluation certificates to the management units, and make the evaluation results available to the public through the Shanghai R&D public service platform.

Article 9 (Award Classification and Condition)

The award for services to the sharing of large scientific instruments and facilities is composed of the management unit sharing service award and the advanced individual award.

The management unit sharing service award shall be given to the management units that are evaluated above the up-to-standard level in that year’s sharing service evaluation; the advanced individual award shall be given to the operators who have made outstanding performance in terms of sharing service load, service quality, service attitude and function development, as well as to the managerial personnel who have achieved distinct results in terms of the sharing service system building, talent ranks building, operation and service management, etc.

Award funds and honorary certificates shall be granted to the advanced individuals. In principle, the number of advanced individuals shall not exceed 2% of the persons engaged in the management and operation of services to the sharing of large scientific instruments and facilities. The scope designation of managerial and operating personnel is in the charge of the municipal science and technology commission.

Article 10 (Award Procedure)

The municipal science and technology commission shall annually carry out the work on awarding services to the sharing of large scientific instruments and facilities.

1. Management units prepare materials relating to award application. Any management unit intending to apply for the sharing service award shall submit to the municipal science and technology commission the evaluation and award application with the stamp of the relevant competent administrative department; with respect to application for the advanced individual award, the management unit shall arrange for selection, prepare the“Recommendation Form of Advanced Individuals in Services to the Sharing of Shanghai Large Scientific Instruments and Facilities”, stamp the form and submit it to the municipal science and technology commission.

2. The municipal science and technology commission organize to verify the submissions. Spot check and users’satisfactory degree survey shall be made on not less than 10 % of the management units that have filed applications, with the spot check including the verification of original records respecting the sharing services and matters relating to operation of large scientific instruments and facilities.

3. The municipal science and technology commission shall organize experts or entrust intermediate agencies to conduct appraisal and determine the award scheme. The appraisal shall be conducted mainly on the basis of the sharing services of the units applying for the award, and in combination with the results of spot check and users’satisfactory degree survey.

Article 11 (Award Money Determined)

The outlay for the management unit sharing service award shall be determined based on the basic information made public by the management units through the Shanghai R&D public service platform and the recorded service load of large scientific instruments and facilities

The amount of award money shall be authorized according to external service frequency, operation time, sample number, service income and social benefits of each (set of) instrument. Generally, a single (set of) large scientific instrument that is rewarded shall provide services to outside users for not less than 100 operating hours annually.

Among them, the instrument and facility specially for external service shall provide services for not less than 50% of the operating hours affordable.

The award money for the large scientific instruments or facilities that are purchased or constructed with funds wholly contributed by non-pubic finance shall be increased 10% under equal conditions.

Article 12 (Award Made Public)

Matters relating to the management unit sharing service award and the advanced individual award shall be made public to society through the Shanghai R&D public service platform and shall be notified to relevant municipal administrative departments and management units.

Article 13 (Use of Award Fund)

The award fund for sharing service gained by the management units shall be used for the operation and maintenance of large scientific instruments and facilities the utilization of which are shared, for the perfection of service information and for the training of and subsidy to operative (management) personnel.

Article 14 (Fund Management and Supervision)

The management unit shall exercise the power of administration and supervision over the expense of award fund and shall operate with complete procedure, clear account, authentic content, accurate accounting so as to ensure the rational use of the fund.

Where any management unit has any act of resorting to deception or holding back, diverting or impropriating award funds, the municipal science and technology commission and the municipal finance bureau shall retrieve the fund according to laws; if the case is serious, the offender shall be prosecuted for legal liability according to laws.

Article 15 (Interpretation)

The specific application of the present Procedures shall be interpreted by the municipal science and technology commission, jointly with the municipal finance bureau.

Article 16 (Effective Date)

These Procedures shall be effective as of the day they are printed and distributed.
