In order to carry out the¡°Decisions on Further Strengthening the Foodstuff
Safety Work¡±issued by the State Council (SC G [2004] No. 85), the¡°Arrangements
for National Special Rectification of Foodstuff and Medicines in 2005¡±printed
and distributed by the General Office of the State Council (SC GO [2005] No.
20), and the requirements of the Municipal People¡¯s Government on the work of
rectifying and normalizing the market and economic order, we hereby put forward
the following suggestions on the work of enhancing foodstuff safety supervision
and management in this Municipality: I. Guiding Principle Taking the
important thought of¡°Three Represents¡±as guide and raise of the level of the
guarantee of foodstuff safety in this Municipality and the ensuring of food and
drink hygiene safety for all citizens as target, by adhering to the idea
of¡°Being man-centered and developing harmoniously¡±and the guiding principle
of¡°Seeking both a temporary solution and a permanent effect, with the emphasis
on the latter¡±, through adopting the countermeasure of¡°being based on the
present and breaking through at key points¡±, in accordance with the supervision
and management requirement of¡°being comprehensive, specialized and
systematized¡±and continuously through the measure of¡°blocking the source,
getting rid of the dens, being strict in admission and strengthening supervision
and management¡±, the illegal acts of manufacturing and selling counterfeit and
shoddy food, etc. shall be resolutely restrained, and either harm or hazard of
foodstuff safety shall be prevented, reduced and eliminated to the greatest
extent to avoid the occurrence of major and worst events related to foodstuff
safety. II. Focal Points of Supervision and Management 1. Enhancing the
management of edible agricultural products from the source A small amount of
farmland that does not comply with the demands of growing edible agricultural
products shall be withdrawn step by step on the basis of dynamic monitoring of
soil environment and general scientific survey of soil environment. The defining
of the limits of the areas in the general survey spots whose environmental
quality does not accord with the demands of growing edible agricultural products
shall be basically completed in this year, and such areas be withdrawn. The
supervision and management of pesticide banned from use shall be enhanced, and
centralized administration taking villages as units will be explored; for the
vegetable growers whose plantation area less than 20 mu, an administrative
system of households-alliance of pesticide utilization is to be established. The
spot-check on the remains of vegetable pesticide shall be enhanced. Before the
green vegetables in the field enter the market, over 3000 samples shall be
checked on average in the whole city every day, and the sampling rate of the
green vegetables in the wholesale market shall be over 5% on average per day.
The qualified rate of the organic-phosphate farm chemical remains examined for
the whole year¡¯s vegetables shall reach more than 96%. According to
the¡°Procedures of Shanghai Municipality on the Administration of Breeding¡±, this
year the ERP management of live pigs¡¯breeding shall be practiced in the scale
oriented piggeries of the municipality, the feeding of¡°lean-meat hormone¡±to live
pigs shall be banned, and the checked-positive rate of the¡°lean meat hormone¡±of
the live pigs in the suburbs delivered to the slaughterhouses shall be striven
to reach zero. (The Municipal Agriculture Commission shall take the
responsibility therefor.) 2. Strengthening the safety check-up on foodstuff
entering the border of the municipality by highway and railway and so on The
classification management of the junction on the border of the Municipality
shall be earnestly strengthened by integrating the supervision and management
forces, extending the network of supervision and management and raising the
means of supervision and management. The 8 designated junctions shall implement
the round-the-clock supervision and management, the content of which extends
from animal epidemic prevention to foodstuff safety supervision and management;
the 20 non-designated larger junctions shall be managed, jointly by the public
security and traffic departments, which shall lose no time to inform the
department of animal epidemic prevention if something occurs, or to inform the
foodstuff safety supervision and management department to send persons to
conduct check-up; the 36 unmanned junctions shall be provided with informants
engaged in animal epidemic prevention, foodstuff safety supervision and
management and public security by the district/county governments concerned to
be in charge of notifying, dissuading and registering the vehicles loading and
transporting animals and their products and a large amount of foodstuff, and
informing the related departments of the related information; the animals and
foodstuff transported by railway shall be carried by the special line designated
by the railway department, and the departments of animal epidemic prevention and
foodstuff supervision and management shall designate special persons to take
charge of the supervision, management and check-up. (The Municipal
Agriculture Commission and the Municipal Food and Drug Supervision
Administration take the responsibility therefor, cooperated by the Municipal
Bureau of Public Security, the Municipal Urban Communications Administration and
the relevant district/county governments.) 3. Enhancing supervision and
management of imported foodstuff The spot check on the foodstuff entering the
municipality shall be further enhanced. The monitoring of the residue of
pesticide and medicine for animals, biological harm and quarantine objects and
the supervision of products entering the municipality are to be carried out in
regard to the exported food including infant food, milk and dairy products,
alcoholic, fruits, vegetable oil and meat products, etc.. The information data
base of imported food shall be established to enhance the supervision and check
up on the key links in terms of purchase, storage and transport and the spot as
well. And good faith archives are to be set up to push forward the good faith
construction of import and export food production and operation
enterprises. £¨The Shanghai Administration for Entry-Exit Inspection and
Quarantine shall take the responsibility therefor, cooperated by the Shanghai
Customs House and the Municipal Bureau of Quality and Technical
Supervision.£© 4. Combining the blocking up and dispersing to ban the
non-certificate/ non-license foodstuff production and processing dens The
effect of phased rectification shall be consolidated, and the territorial
administration responsibility system of governments at all levels shall be
further enhanced, with the focus to be shifted downward, and the responsibility
to be shouldered by governments respectively at different levels. Rural areas,
the areas where urban and suburban join, and leased houses shall continue to be
regarded as focal points of implementing joint law enforcement, and promptly
investigate and punish the illegal activities of foodstuff production and
processing without permit or license. The concerted action mechanism of
supervision and management of foodstuff safety, population administration and
public security administration shall be explored to strictly prevent
the¡°resurgence¡±of the underground food production and processing dens that have
already been banned. £¨The Municipal Administration of Industry and Commerce
shall take the responsibility therefor, cooperated by the Municipal
Rectification Office, the Municipal Bureau of Quality and Technical Supervision,
the Municipal Bureau of Public Security and the Municipal Food and Drug
Supervision Administration .£© The establishment of relatively centralized
township foodstuff processing spots or parks with set criteria, set variety,
norms and supervision and management are to be explored, the self-employed
workers of foodstuff production and processing business that meet the
requirements but having no certificate/license are to be guided to join. And
thus the self-employed workers that have no permit or license becomes those with
permit or license and turn the underground business into the on-the- ground
business.¡°The workshop-pattern park, cooperative operation, phased criteria and
centralized supervision and management¡±shall be implemented, and experiment
shall be conducted at selected points in some counties/districts. £¨The
Municipal Economic Commission shall take the responsibility, cooperated by the
Municipal Agriculture Commission, the Municipal Bureau of Quality and Technical
Supervision, the Municipal Food and Drug Supervision Administration and the
Municipal Administration of Industry and Commerce .£© 5. Strengthening safety
management of food production quality The supervision and management of food
production enterprises shall be enhanced, and the system of going on a tour of
inspection and paying a return visit is to be strictly carried out, foodstuff
safety supervision managed by categories and grades be promoted, HACCP quality
authentication of enterprises introduced, and the enterprise be urged to produce
qualified food. The spot check on the quality of food out of the factory shall
be strictly conducted, and the illegal acts of using non food material to
produce food and illegally abusing food additive, etc. shall be severely
investigated and punished. The work of the market access of food quality
safety (QS) shall be advanced. The quality safety market access of 10 categories
of food including meat products shall be completed, the illegal acts of
manufacturing and selling food with no production permit are to be investigated
and punished, and by the end of this year the quality safety market access of 13
categories of food including tea shall be fully commenced. £¨The Municipal
Bureau of Quality and Technical Supervision shall take the responsibility
therefor.£© 6. Enhancing the safety supervision and management of the
slaughtering and circulation of livestock and poultry The special
rectification of live pig slaughterhouse shall be enhanced. The economical and
trade departments shall enhance the trade supervision and control in terms of
planning and distribution of the slaughterhouses. This year one large-scale
modernized meat products processing center with the capacity of slaughtering 3
million live pigs annually is to be built, and the slaughterhouse below standard
step by step closed so as to make the total amount of live pig slaughterhouses
in the whole city lower by 50% in comparison with that of last year. During the
transitional period, one live pig slaughterhouse may in principle be kept
temporarily in each district/county of suburban areas. The supervision
departments of agricultural medicines and feed for animals shall strengthen the
supervision and control of pre-slaughtering check on the residue such
as¡°lean-meat hormone¡±in the live pig; the quality and technical supervision
department shall strengthen the supervision and management work on daily
foodstuff hygiene in the slaughterhouses; the supervision and management
departments of foodstuff and medicine shall strengthen the supervision and
check-up of links that supermarkets and allocation centers purchase meat
products by themselves. And the wrongful acts of slaughtering without permission
and indiscriminately and manufacturing or selling meat injected with water, and
meat of disease pigs are to be severely cracked down on. The management of
live chicken trade market shall be further enhanced, and the trade behavior of
live poultry wholesale market and retail spots shall be normalized. £¨The
Municipal Economic Commission shall take the responsibility thereof, cooperated
by the Municipal Agriculture Commission, the Municipal Administration of
Industry and Commerce , the Municipal Bureau of Quality and Technical
Supervision and the Municipal Food and Drug Supervision Administration .£© 7.
Strengthening the management of edible agricultural products market and the
construction of standardized food market The safety supervision and
management of the wholesale market of edible agricultural products and the major
foodstuff at fair trade markets including meat products, vegetables, bean
products and aquatic products, etc. shall be strengthened. The system of
receipts for stock replenishing, examination of day to day accounts, and demand
for permits and vouchers is to be strictly carried out to reach 100% rate of
holding¡°two vouchers and one account¡±(the voucher of reporting the meat product
operational units for record, goods transaction confirmed bill of meat product
wholesale market, and day to day account of input and output merchandize source)
of the meat products, and the rate of holding¡°one permit, one license and one
voucher¡±(sanitation permit, business license, and bean product delivery voucher)
of the bean products. On the base of the supervision of self-discipline, greater
efforts shall be made on strengthening spot-check, publicize spot-check results
and mobilize the society to take part in. £¨The Municipal Food and Drug
Supervision Administration shall take the responsibility, cooperated by the
Municipal Economical Bureau, the Municipal Agricultural Bureau, the Municipal
Administration of Industry and Commerce and the Municipal Bureau of Quality and
Technical Supervision.£© A hundred standardized food markets are to be built
this year, in terms of the requirements of admittance norms, full functions and
up-to-standard hygiene. £¨The Municipal Economic Commission takes the
responsibility, cooperated by the Municipal Food and Drug Supervision
Administration , the Municipal Administration of Industry and Commerce and the
Municipal Quality and technology Supervision Bureau.£© 8. Strengthening the
supervision and management of foodstuff of the supermarkets and shopping
malls The operational act of foodstuff at the supermarkets and shopping malls
shall be normalized, and the supervision and management of the demand of permits
and vouchers when replenishing stock, warehousing, allocation and storage as
well as product marks be intensified. The safety management system of prepared
food and food in bulk for instant eating shall be instituted, particular
attention shall be paid to the system of clearing up the prepared food in a day,
and the unlawful practice of selling non-permit food and the prepared food of
the preceding day shall be sternly cracked down on. In order to raise the
management level of foodstuff safety in supermarkets and shopping malls, the
information retrieval system of foodstuff safety shall be introduced. The
corresponding management system shall be perfected by adding articles on the
quality safety of foodstuff to the foodstuff purchase and sales contract of
supermarkets and shopping malls. £¨The Municipal Food and Drug Supervision
Administration and the Municipal Economic Commission shall jointly take the
responsibility therefor, cooperated by the Municipal Administration of Industry
and Commerce and the Municipal Bureau of Quality and Technical
Supervision.£© 9. Intensifying the supervision and management of foodstuff
safety in dining rooms The¡°Provisions on the Administration of School
Canteens and Hygiene of Collective Provision of Meals for Students¡±shall further
be carried out and the food safety management system of primary and secondary
schools, kindergartens and nurseries, with the principal as the first
responsible person, is to be carried out to make the rate of management by
graded scoring reach 100%. The professional guidance and training for the
operational staff of foodstuff hygiene working in the canteen of the primary
school, high school and kindergartens shall be intensified, with one training
organized respectively before the semester of spring and autumn. The permit
system will be implemented in the canteen of the schools of migrant
workers¡¯children. The check-up of whether the hygiene hardware facility of the
school canteen is up to standard shall be carried out, and it will be made clear
that the canteens that do not meet the requirements shall not process cooked
food and may only supply steamed rice and soup instead. For the canteens on
the worksites, the procedures on administration of this municipality shall be
formulated, in accordance with the requirement of the¡°Notice of the Public
Health Ministry and Construction Ministry about Further Enhancing the
Administration of Foodstuff Hygiene in Canteens¡±, and also the responsibility of
the department in charge of the trade, the supervision and management department
and the sponsor shall be clearly defined. The administration of the worksite
canteens will be channeled into the quality safety administration system of
construction worksites and the system of reporting of hygiene permit is
correspondingly enhanced. £¨The Municipal Food and Drug Supervision
Administration shall take the responsibility therefor, cooperated by the
Municipal Education Commission and the Municipal Construction and Communications
Commission.£© 10. Strengthening the supervision and management of foodstuff
safety in catering industry The normalized training of the management
personnel for foodstuff hygiene in the large-scale and the medium-scale catering
units and the employees engaged in the foodstuff field shall be enhanced so as
to raise the administration level of the enterprise itself. The training of the
personnel in charge of the foodstuff hygiene in the large-scale and medium-scale
catering units shall be organized in this year to make the coverage of the units
reach 50%. ¡°Classification Requirements for the Essential Hygiene Facility of
Catering Industry in This Municipality¡±and¡°Provisions of Shanghai Municipality
on the Graded Administration of Supervision and Management of Foodstuff Hygiene
in Catering Industry¡±shall be formulated and implemented, and with regard to the
changing of certificates, the classified and graded administration of catering
industry shall be pushed on. The administration of permits and license shall
be strengthened, and all the enterprises and catering units engaged in foodstuff
production and operation shall obtain the permit of foodstuff hygiene according
to law, and all the employees in the field must go through health examination
and take up the job with work license. The effective measures for the full
coverage of health examination and for the raise of certificate-holding rate
shall be actively explored and practically ensured, the check-up strengthened to
strive to put an end to persons taking up the job with no work permits. £¨The
Municipal Food and Drug Supervision Administration shall take the responsibility
therefor, cooperated by the Municipal Economic Commission.£© 11. Enhancing the
production and operational management of meals for collectives The
management of the enterprises¡¯market admittance to meals for collectives shall
be strengthened, and the list of the enterprises authorized to produce and
operate meals for collectives shall be made known to the public to guide people
to select safe and reliable units for meals for collectives. The system of the
market admittance of the enterprises¡¯production of the meals for collectives
shall be rigidly enforced, the circular supervision and check-up of the
enterprises that provide centralized meals shall be enhanced, so as to strongly
crack down on the act of producing and operating meals for collectives without
permits. £¨The Municipal Food and Drug Supervision Administration shall take
the responsibility therefore.£© 12. Enhancing the management of production and
operation of health food According to the¡°Procedures on the Administration of
Registration of Health Food (for Trial Implementation)¡±and the¡°Procedures on the
Administration of Advertisement of Health Care Foodstuff (for Trial
Implementation)¡±promulgated by the State Food and Drug Administration, the work
of survey of the registration situation of health food of this Municipality, the
administration of health food advertising and publicizing, and the completion of
the administration norms of health food production enterprises (GMP) shall be
done well, and the unlawful acts of production and operation such as the
unqualified composition of content of health food, the adding of chemicals
without authorization, and the exaggeration of the effect of health food by the
advertisement, etc. shall be severely cracked down on. £¨The Municipal Food
and Drug Supervision Administration shall take the responsibility therefor,
cooperated by the Municipal Administration of Industry and Commerce .£© III.
Long-acting administration measures 1. Strengthening the construction of
legal system In the light of the weak links of food safety and protruding
problems, a batch of local laws, rules and regulations and normative documents
shall be drafted to raise the level of conducting administration according to
law. The local regulations such as the¡°Procedures of Shanghai Municipality on
the Administration of Foodstuff Hygiene of Fair Trade in Urban and Rural
Areas¡±shall, in accordance with due procedure, be reported to the Standing
Committee of the Municipal People¡¯s Congress for revision and institution; the
rules and regulations including the¡°Procedures on the Administration of
Collective Provision of Meals¡±,¡°Procedures on the Administration of Diary
Products¡±,¡°Procedures on Outlawing the Underground Food Processing Dens¡±,
and¡°Procedures on the Administration of Meat and Meat Products¡±are to be
formulated in acceleration; a batch of normative documents for the intensified
supervision and management of food safety shall be formulated.¡°The Three-year
Action Plan of Foodstuff Safety in This Municipality (from 2005 to 2007)¡±is to
be promulgated for implementation. 2. Enhancing the work of foodstuff
standardization The data base of international standards, the criteria of
major developed countries as well as the national standard of our country
related to foodstuff, the trade criteria and the local standards of this
Municipality shall be organized, collected and established, and studied to
provide standard technical support for both the government and enterprise to
strengthen the administration of supervision and control of management of
foodstuff safety. The overall clearing up of the product standards of foodstuff
production enterprises in this Municipality shall be organized and carried out,
meanwhile, the administration of reporting for the record of the foodstuff
enterprise standard shall be strengthened, and the enterprises shall be urged to
strictly observe the national mandatory standard to raise the standard level of
the enterprises. The study and formation of a batch of local foodstuff standards
urgently needed in this Municipality shall be organized, and their examination
and approval shall be accelerated, so as to provide the perfection of the
supervision and management system of food safety, the clear definition of the
supervision and management requirements, unification of the method of inspection
and examination and the normalization of the act of foodstuff production and
operation with the guarantee of technical standards. The publicity and training
of food safety standard shall be strengthened, and shall be organized and
implemented, and the standardization technical committee relating to foodstuff
safety shall be amplified. 3. Establishing an emergency handling work
mechanism for contingency of foodstuff safety in this Municipality The
predetermined work scheme for emergency handling of contingencies of foodstuff
safety of this Municipality shall be drawn up. The job duty of relevant
departments shall be clearly defined, the time limit and procedures of reporting
and the measures for control and elimination shall be strictly stipulated, and a
quick and effective commanding system, an emergency handling system and a
security system shall be built to form a work mechanism with the organic
connection and cooperative concerted action with the public health system and
the system of foodstuff safety supervision and management procedures. 4.
Starting to establish the quality safety supervision and control system of major
products The system of tracing back the supervision information and risk
control of the production, supply and marketing, and import and export products
in the food chain shall, with the two varieties of pork and milk as pilot, be
explored and built up, to realize the supervision and management of the full
process of food safety, speed up the building up of the food safety credit
system and enhance the enterprises¡¯awareness of good faith and law-abiding,
technical insurance and risk prevention. 5. Carrying out the
rewarding-for-offence-reporting system for foodstuff safety The
rewarding-for-offence-reporting system of the governments at all levels shall be
carried out, and the telephone for offence-reporting by the public shall be made
public to facilitate the citizens to care for and participate in the supervision
of foodstuff safety. Such illegal acts reported as violating the provisions on
the administration of the junctions of the municipal boundary, the slaughtering
and quarantine of live pigs, the transaction of live chickens and producing and
processing foodstuff without permit or license shall be timely investigated and
punished, and the persons who have merit in reporting against such illegal acts
shall, according to the actual circumstances, be encouraged and rewarded. 6.
Enhancing spot-check of foodstuff hygiene and raising the level of technical
support The spot-check plan shall be scientifically drawn up, the division of
labor for spot-check function shall be clearly defined, and the spot check of
market shall be enhanced. The agricultural departments shall be mainly in charge
of the inspection of sources, the quality and technical supervision department
shall be mainly in charge of the spot-check of foodstuff hygiene in the field of
production, the food and drug supervision administration department shall be
mainly in charge of the spot check of foodstuff hygiene in the field of
circulation and consumption, the exit-entry boundary inspection and quarantine
department shall be mainly in charge of the spot-check of import and export
foodstuff, and the spot-check task of the departments of economic and trade, and
industry and commerce, and so on, and may, in a centralized manner, be entrusted
to the appropriate units (except for those involving the monitoring in Shanghai
by the State Administration of Industry and Commerce). The establishment of an
authoritative coordination unit which can uniformly lead all inspection units
shall be explored to unify inspection standard and methods. The study and
application of rapid inspection technology for foodstuff safety shall be
actively developed to enrich the daily supervision and management means. 7.
Integrating the information resources of foodstuff safety The system of
city-wide unified, timely and authoritative gathering of information and
releasing of information to the public shall be built in no time. Firstly, on
the basis of the¡°System of Sharing and Applying Enterprises¡¯Basic Information in
Shanghai Municipality¡±, the information platform of coordinated work among the
departments of foodstuff safety supervision and management shall be established
to realize the integration and sharing of the information resource of
supervision and management; secondly, the database of foodstuff safety
information shall be built to store the assembled and sorted-up information of
foodstuff safety; thirdly, the foodstuff safety network facing the society shall
be built to gather, analyze, evaluate and pre-warn the supervision and
management information of the foodstuff safety, to release comprehensive
information, and to provide the inquiry service. 8. Establishing the
evaluation, and pre-warning system of foodstuff safety The establishment of
the evaluation, and pre-warning system of foodstuff safety shall be explored,
with the basic completion of the task of building 2-3 sub-systems in this year.
The evaluation, and pre-warning system for preventing bio-source foodstuff
poison and the evaluation, and pre-warning system for aquatic products safety
shall initially be built. IV. Specific Requirements 1. Strengthening the
administrative responsibility of governments at all levels ¡°The
administration system of chief leader holding responsibility, territorial
administration system, and the liability investigation system¡±shall continue to
be carried out, the working pattern of¡°emphasizing on the district/county
leadership, combining the municipal and district/county leadership to form a
joint force in administration¡±shall be adhered to and the advantages of¡°two
levels of government and administration at three levels, with a four-level
network¡±are to be put into full effect. Governments at all levels shall shoulder
the overall responsibility for the foodstuff safety work of their own
administrative areas and earnestly perform their duty of territorial supervision
and management. Governments of district/county level shall enhance the
leadership of administrative work of foodstuff safety at sub-district and
township and town level, and mobilize extensively the organizations at
grassroots level and the broad masses of the people to participate in the work
of foodstuff safety. The supervision and control department shall strengthen the
professional management and guidance. 2. Enhancing the coordinated function
of supervision and control departments As an organizational and coordinating
agency of governments at all levels for the work of foodstuff safety, the
municipal and district/county foodstuff safety joint meeting (committee) for
foodstuff safety shall improve the comprehensive and coordinating ability, and
organize and exercise joint law-enforcement. A demarcation line of the duties of
the different supervisory departments shall be made clearer, and shall be
defined by the formulation of normative governmental documents. All departments
of law-enforcement shall strengthen the coordination and cooperation and organic
linking-up to form joint forces by accepting and handling a case firstly instead
of shifting the responsibility onto others. On the principle of¡°governments
build the stage, enterprises participate in, departments act jointly and market
operates¡±, the system of coordinated management between provincial and municipal
governments and the supervision and administrative departments for foodstuff
safety shall be established, and mutual identification of quality shall be
carried out, and the safety supervision and management of the edible
agricultural products, livestock and poultry and their products provided by the
supplying units of the other provinces (municipalities) shall be enhanced. The
interchange and cooperation between the Municipal People¡¯s Government and all
the lines and levels of supervision and management departments of foodstuff
safety, and the other provinces (municipalities) providing Shanghai edible
agricultural products shall be strengthened, and the establishment of a
cooperation mechanism of foodstuff safety supervision and administration among
provinces (municipalities) shall be explored. 3. Enhancing trade management
and self-discipline of enterprises As the subject of foodstuff safety
management, the enterprises of foodstuff production and operation shall further
strengthen the act of self-discipline, further carry out the trade management
requirements for foodstuff production and operation enterprises, and give full
play to the role of management guidance of the departments in charge of the
trade at all levels and categories as well as the trade associations to raise
the level of production and operation in the city-wide foodstuff trade. The
training of the managerial personnel of foodstuff production and operation
enterprises shall be enhanced, and the training of foodstuff safety knowledge
shall be organized to raise awareness of laws, rules and regulations and
cognitive ability of foodstuff safety of the enterprises¡¯managerial
personnel. 4. Strengthening the publicity and education of foodstuff
safety The regularized and institutionalized measures of publicity and
education on foodstuff safety geared to the community and residents shall be
formulated, and the publicity activities themed as the special rectification of
foodstuff safety and reliable foodstuff consumption shall be widely carried out
to increase the foodstuff safety awareness of manufacturers, operators and
consumers. The¡°March 15--International Consumers¡¯Day¡±and the publicity week
activity of¡°Food Hygiene Law of the People¡¯s Republic of China¡±shall be
launched, and foodstuff safety knowledge be delivered to the hands of citizens
by shooting and producing series of films about foodstuff safety publicity and
education, compiling foodstuff safety publicity brochures, and distributing them
to the communities and the catering units. The role of social supervision and
public opinion guidance of mass media shall be brought into full play to
publicize a batch of foodstuff production and operation enterprises that produce
high-quality products and provide good service, to let people purchase and
consume without the slightest misgivings. Meanwhile, a batch of enterprises that
produce poisonous and harmful food products, or operate illegally shall be made
known to the public to form great momentums of public opinions so as to ensure
the safety of citizens¡¯consumption. 5. Enhancing check-up assessment and
comprehensive evaluation The procedures on the evaluation of foodstuff safety
work shall be formulated, and a comprehensive evaluation system of foodstuff
safety shall be built from the aspects of management measures, key foodstuff,
satisfactory extent of consumers, and the investigation and handling of major
events, etc.. By the end of the Spring Festival of 2006, a comprehensive
evaluation shall be made on the implementation situation of all district/county
organized by the Municipal Joint Meeting Office for Foodstuff Safety to carry
forward the foodstuff safety supervision and management work of all
district/county and raise the level of the city-wide foodstuff safety
supervision and management. Based on the comprehensive evaluation results, spot
check-up data from supervision, complaints of and offences reported by the
citizens, the implementation of foodstuff safety supervision and management of
all district/county governments and all departments concerned shall be
comprehensively evaluated and assessed, and the liability shall be investigated
where serious problems exist. |
