Article 1 (Purpose and Basis) For the purpose of normalizing the release
of early warning for disastrous weather of this Municipality, effectively
preventing and reducing the harm brought by disastrous weather upon the people¡¯s
lives as well as the property of the state, collective and individual, these
Provisions are formulated in accordance with the¡°Meteorology Law of the People¡¯s
Republic of China¡±and in the light of the actual circumstances of this
Municipality. Article 2 (Definition and Category) The early warning
signals for disastrous weather (hereinafter referred to as early warning
signals) mentioned in these Provisions refer to the signs of disastrous weather
warning information which are made according to the data of meteorological
survey and released to the general public by the meteorological observatory that
has the authority to release with an aim of effectively preventing and reducing
the harm caused by disastrous weather. Early warning signals are composed of the
names, symbols and meanings. Early warning signals of this Municipality are
classified into five categories, including typhoon, rainstorm, high temperature;
low temperature and heavy fog (See the appendix). Article 3 (Administrative
Departments) The Shanghai Municipal Meteorological Bureau (hereinafter
referred to as the MMB) shall be responsible for the administration of early
warning signals release. The relevant government administrative departments of
information, propaganda, and communication shall, according to their respective
duty, assist the MMB in the release of early warning signals. Article 4
(Unified Release System) A unified system is practiced for the release of
early warning signals in this Municipality. The Municipal early warning
signals shall be released by the Shanghai Municipal Meteorological Observatory.
A district (county) meteorological observatory which needs to release early
warning signals, shall, under the guidance of the MMB, conduct the release in
accordance with its duties. No other organizations or individual persons
shall be allowed to release early warning signals or other meteorological
information concerning disastrous weather. Article 5 (The Release of Early
Warning Signals and Circular) The Shanghai Municipal Meteorological
Observatory shall release timely and accurately the signals of early warning,
and shall promptly update or lift the early warning signals in accordance with
the changes of the meteorological circumstances. At the same time, it shall
notify the relevant departments and the institutions of disaster prevention and
reduction of the updating or lifting. Article 6 (Release Procedures) The
chief forecaster of Shanghai Municipal Meteorological Observatory shall be
responsible for the making of the Municipal early warning signals and shall then
submit the signals to the director of the observatory or the deputy-director
authorized by the director for signature before the signals are released. The
early waning signals released by a district (county) meteorological observatory
are made by the local forecaster on duty under the guidance of Shanghai
Municipal Meteorological Observatory and are released upon the signature of the
local observatory director or deputy-director authorized by the director. The
MMB shall be responsible for formulating the specific procedures for making
early warning signals and releasing these signals. Article 7 (Provisions on
Broadcasting) When the various media broadcast the early warning signals,
they shall use the uniform names, and symbols of the signals as specified in the
Appendix of these Provisions, and shall broadcast the complete and accurate
information of early warning signals provided by the meteorological
observatories. The media such as broadcasting stations and television
stations shall broadcast the information of early warning signals within 15
minutes upon the receipt of the signals or the updated signals from the
meteorological observatory. The other media and information service units which
broadcast early warning signals shall use the information of timely early
warning signals directly provided by Shanghai Central Meteorological
Observatory. The specific provisions on the broadcasting of early warning
signals shall be formulated jointly by the municipal competent department of
information and propaganda and the MMB. Article 8 (Early Warning Signals
Transmission) The unit of communication and transmission of early warning
signals shall closely coordinate with the MMB to formulate relevant measures so
as to ensure communication and transmission of early warning signals. Article
9 (Guard against Disaster) The Municipal Government and the district (county)
governments as well as their relevant departments shall, in the light of the
departments¡¯and local actual circumstances, strengthen the construction of the
infrastructure of the system for monitoring and forecasting disastrous weather
and the system for broadcasting early warning signals, and shall, with reference
to the precaution guide to early warning signals (see the appendix), formulate
the measures for guarding against weather disasters. The important
administrative organizations in charge of the public utilities including
communication, telecommunication and energy, the public welfare organizations of
education and public health institutions as well as other related organizations,
shall, with reference to the precaution guide to early warning signals, and in
the light of their own actual circumstances, formulate and carry out defence
schemes for weather disasters, so as to avoid or reduce death of persons or
economic losses caused by weather disasters. Article 10 (Effective
Date) These Provisions shall become effective on March 1, 2004.
Appendix:
Shanghai Municipality¡¯s Early Warning Signals of Disastrous
Weather and Their Precaution Guide
Part I. Early Warning Signals for Typhoon Early warning signals for
typhoon fall into three grades, which are indicated respectively in yellow, red
and black I. Yellow Early Warning Signals for Typhoon Symbol:
(yellow) Meaning: The tropical cyclone may affect within 12 hours or has
already affected this Municipality. The wind¡¯s intensity may reach or has
reached wind force 8 or above. Precaution Guide: 1. All citizens shall
listen to the radio or watch television attentively to learn about the
development of the typhoon so as to properly arrange the outdoor articles which
are prone to the affect. 2. All departments or units shall keep a close watch
on the development of the typhoon so as to be prepared to take
precautions. 3. The relevant departments shall reinforce their outdoor
devices, or notify their personnel working high above the ground or on water to
adopt effective precaution measures. II. Red Early Warning Signals for
Typhoon Symbol: (red) Meaning: The tropical cyclone may affect within 6
hours or has already affected this Municipality. The wind¡¯s intensity may reach
or has already reached wind force 10 or above. Precaution Guide: 1. All
citizens shall try their best to remain indoor or take shelter from the wind in
safe places. 2. The emergency handling departments and rescue units shall
strengthen their duty shifts, be highly alert in monitoring the effect of the
typhoon and adopt proper measures to deal with the emergency cases. 3. The
relevant departments shall notify their personnel working high above the ground
or on water to stop the operation or the people to evacuate the danger
zones. III. Black Early Warning Signals for Typhoon Symbol:
(black) Meaning: The tropical cyclone may affect within 6 hours or has
already affected this Municipality. The wind¡¯s intensity may reach or has
already reached wind force 12 or above. Precaution Guide: 1. The personnel
working high above the ground or on water shall stop the operation, and the
people shall evacuate the danger zones. 2. The relevant emergency handling
departments and rescue units shall be prepared all the time to start the
emergency rescue scheme. 3. Schools, kindergartens and other related units
shall take special protection measures. Classes or operation may be suspended in
danger zones if necessary. Part II. Early Warning Signals for
Rainstorm Early warning signals for rainstorm fall into three grades, which
are indicated respectively in yellow, red and black. I. Yellow Early Warning
Signals for Rainstorm Symbol: (yellow) Meaning: The rainfall in some parts
of this Municipality may reach or has already reached 30mm or above in an
hour. Precaution Guide: 1. Citizens shall listen to the radio or watch
television attentively to acquire the latest information about the
rainstorm. 2. The relevant departments shall notify their staff working
outdoors to take effective precaution measures. 3. The work for preventing
water logging and draining water shall be done well in the low-lying and
easily-flooded places. II. Red Early Warning Signals for Rainstorm Symbol:
(red) Meaning: The rainfall in some parts of this Municipality shall reach or
has already reached 60mm or above in an hour. Precaution Guide: 1.
Citizens shall remain indoor or take shelter from the rainstorm in safe places
as it is possible. 2. The relevent emergency handling departments and rescue
units shall strengthen their duty shifts, be highly alert in monitoring the
effect of the rainstorm and adopt proper measures to deal with the emergency
cases. 3. Special protection measures shall be taken to deal with the outdoor
operation which is prone to be affected by rainstorms. Operation shall be
suspended when necessary. III. Black Early Warning Signals for
Rainstorm Symbol: (black) Meaning: The rainfall in some parts of this
Municipality shall reach or has already reached 150mm or above in 12 hours and
the rain may probably continue. Precaution Guide: 1. Staff working
outdoors shall temporarily suspend their operation. 2. The relevant emergency
handling departments and rescue units shall be prepared at all times to start
the emergency rescue schemes. 3. Schools, kindergartens and other related
units shall take special protection measures. Classes or operation may be
suspended in danger zones when necessary. Part III. Early Warning Signals for
High Temperature Early warning signals for high temperature are classified
into two grades, which are indicated respectively in red and black. I. Red
Early Warning Signals for High Temperature Symbol: (red) Meaning: The
temperature in this Municipality will rise within 24 hours or has already risen
to 350C or above. Precaution Guide: 1. All departments and units shall pay
attention to find out and keep abreast of the information concerning high
temperature and do a good job of lowering the temperature to prevent
heatstroke. 2. The relevant departments shall instruct the people of the old,
weak, sick and young groups how to lower the temperature and prevent heatstroke,
and shall take all necessary protection measures. 3. The relevant departments
shall notify their workers who operate outdoors or in high- temperature
environment to take necessary protection measures. II. Black Early Warning
Signals for High Temperature Symbol: (black) Meaning: The temperature in
this Municipality will rise within 24 hours or has already risen to 380C or
above. Precaution Guide: 1. Citizens shall try as much as possible to
avoid outdoor activities in the afternoon when the temperature reaches its
highest point of the day. 2. All relevant departments and units shall
implement the protection measures for lowering the temperature and preventing
heatstroke. Part IV. Early Warning Signals for Low Temperature Early
warning signals for low temperature are classified into two grades, which are
indicated respectively in red and black. I. Red Early Warning Signals for Low
Temperature Symbol: (red) Meaning: Due to the intrusion of cold air, the
temperature of this Municipality falls by 60C or above within 24 hours and the
lowest temperature will drop or has already dropped to 00C or
below. Precaution Guide: 1. Citizens shall be careful about wearing more
clothes to resist the cold. 2. All relevant departments and units shall do a
good job of the work of preventing frost and frostbite. II. Black Early
Warning Signals for Low Temperature Symbol: (black) Meaning: Due to the
intrusion of cold air, the temperature of this Municipality dramatically drops.
The lowest temperature will fall or has already fallen to 5 degrees below zero
centigrade, and the average temperature of the day is below zero
centigrade. Precaution Guide: 1. All relevant departments and units shall
start the emergency scheme for protection against cold weather and frostbite
prevention, and implement the precaution measures against cold weather and
frostbite prevention. 2. The relevant units shall notify their staff working
outdoors to take measures against cold weather. Part V. Early Warning Signals
for Heavy Fog Early warning signals for heavy fog are classified into two
grades, which are respectively indicated in red and black. I. Red Early
Warning Signals for Heavy Fog Symbol: (red) Meaning: There will be heavy
fog, that causes the visibility in some parts of this Municipality within the
next three hours to drop or the visibility has already dropped to less than 200
meters, and the visibility may probably further drop. Precaution Guide: 1.
The heavy fog will significantly lower the air quality and citizens shall take
appropriate protection measures. 2. Airports, expressways and ferry terminals
shall take measures to ensure safety. II. Black Early Warning Signals for
Heavy Fog Symbol: (black) Meaning: The visibility in some parts of this
Municipality will drop within the coming 3 hours or has already dropped to 50
meters or less, and this situation may continue for a certain period of
time. Precaution Guide: 1. In the areas which have been seriously affected
by heavy fog, the airport shall temporarily suspended the taking off and landing
of airplanes. Expressways will be temporarily closed and the ferries will be
temporarily suspended. 2. All kinds of motor vehicle shall take effective
measures so as to ensure traffic safety.
