1) Who has participated in Shanghai Urban Staff Fundamental Medical Insurance Program, shall follow "Procedures of Shanghai Urban Staff Fundamental Medical Insurance Program";

2) Who should but didn't participate in Shanghai Urban Staff Fundamental Medical Insurance Program according to "Procedures of Shanghai Urban Staff Fundamental Medical Insurance Program", shall make a choice in the list of family planning technical service institutions that have business certificates of business planning technical service and medical/health-care institutions that provide family planning technical service;

3) Who is not qualified to participate in Shanghai Urban Staff Fundamental Medical Insurance Program, shall under service in the way of purchased by District (County) Government or Town (Village) Government. That's to say, the government shall make a quality-assured and cost-effective choice in the list of family planning technical service institutions that have business certificates of business planning technical service and medical/health-care institutions that provide family planning technical service, and publicize the choice in regular way.
