1) The District/County Population Committee or Town/Village Government shall publicize the handling procedures and hours so as to facilitate the appliers. Normally the reimbursement shall be completed within 2 weeks from the acceptance date, and shall not exceed 30 working days in special case.

2) The service institutions shall bear any expenditure incurred by their violations of rules related to service coverage, medical routine and charge standard.

3) The service institutions shall not charge the charge-free intrauterine device (IUD) provided by the government; and the service institution shall refund the irrational charge to the be-served. The service institution may charge the IUD out of government charge-free standard. The incurred expense shall be at cost of the be-served.

4) The family planning operation included in gynecologic surgery shall get the expense reimbursed in its normal standard. The expense on diagnosis and treatment of gynecologic disease before family planning operation is not free of charge.

5) The expense incurred by syndrome of family planning operation shall be verified and judged based on "Common Rules of Family Planning Technologies", and the service institutions shall bear any expense incurred by syndrome due to their improper diagnosis and treatment. If the syndrome is serious, it shall be under verification by the family planning expert team at municipal or district level. The suspected family planning operation accident shall be forwarded to "Medical Accident Appraisal Committee" at the same level for appraisal, and be handled accordingly to the appraisal output.

6) If anyone with the registered permanent residence of Shanghai receives technical service on family planning during the period that he works or stays in other provinces or municipalities, the incurred expense shall get reimbursed in compliance with the standard of charge-free basic items in Shanghai. If the local charge standard is lower than that of Shanghai, he shall get his actual expense reimbursed; and if the local charge standard is higher than that of Shanghai, he shall get the part within the charge standard in Shanghai reimbursed.

7) The charge-free standard in Shanghai doesn't cover the expense on local examinations of contraceptive ring or pregnancy to any married woman at child-bearing age, who stays in Shanghai with the registered permanent residence other where, at the request of government where her permanent residence is registered.

8) Anyone who is with the registered permanent residence other where and has married someone with the registered permanent residence of Shanghai shall provide the household register of his/her spouse in the case of applying for expense reimbursement.

9) The reimbursement verification administration may provide the case-acceptance letter to the applier, and keep the duplicate copies of provided evidence documents.
