When shall "Implementation Procedures on Providing Charge-free Technical Service on Basic Items of Family Planning to Child-bearing-aged Couples in Family Planning" and "Scope of Providing Charge-free Technical Service on Basic Items of Family Planning to Child-bearing-aged Couples in Family Planning" come into force?

They came into force on July 1st of 2003. The technical
service on basic items of family planning occurred before July 1st of 2003 shall
be under governance of original rules, and the others shall follow the present
regulations.
