1) Who has participated in Shanghai Urban Staff Fundamental Medical Insurance Program, shall follow "Procedures of Shanghai Urban Staff Fundamental Medical Insurance Program";

2) Who should but didn't participate in Shanghai Urban Staff Fundamental Medical Insurance Program according to "Procedures of Shanghai Urban Staff Fundamental Medical Insurance Program", shall his unit;

3) Who is with the registered permanent residence of Shanghai but is not qualified to participate in Shanghai Urban Staff Fundamental Medical Insurance Program, shall get the expense disbursed by the district (county) government or town (village) government in charge of his registered permanent residence;

4) Who is not with the registered permanent residence of Shanghai and is not qualified to participate in Shanghai Urban Staff Fundamental Medical Insurance Program, shall get the expense disbursed by the district (county) government or town (village) government of where he lives at present;

The municipal, district (county) or town (village) government shall include the expense for its disbursement in the financial budget of family planning business at the same level, and the budget shall be only used for specific purpose.
