Application procedure: 1. The student forwards the application for transfer to the school personally. 2. The school forwards an application to the department in charge and fill in the transfer application form, uniformly printed by Shanghai Education Commission. 3. Generally the newly enrolled and seniors are not allowed to transfer. The formality of transfer will be transacted one week before the beginning of a semester.
Transaction procedure: 1. The student must forward a transfer application to the school with proper reasons. The school should review the application and, with the consent of the target school and its department in charge, submit it to the departemnt in charge of the school for examination and approval. 2. The department in charge of the school will examine and approve the transfer application by the school. A school with the same or similar specialty will be the option generally. 3. If the transfer application is approved, the department in charge of the school will stamp its seal on the transfer application form and submit it to Vocational and Adult Education Office, Shanghai Education Commission for record.

Applicant's qualification: students enrolled in vocational high schools cannot transfer in principle, but those move to Shanghai along with the registered permanent residence or have other proper reasons can submit a transfer application to the school, which will examine the application and transfer it to the department in charge for examination and approval with the consent of the target school and its department in charge.
