Transaction procedure: 1. According to the quota of students assigned by the educational administrative department of district/county bureau (company) and through the democratic procedure, the school will recommend and decide the name list of excellent students. After the collective review of these students, the leader team will release the name list openly in the school for the reception of opinions from teachers and students and the monitoring from the mass. 2. The school will fill in the Recommendation Form, with four copies, printed uniformly by Shanghai Education Commission and submit them to district/county (bureau, company) educational administrative department. In every recommendation form, there must be the written comment and signature of the charging teacher and the headmaster, the official seal and the copy of award certificates. 3. District/county (bureau, company) educational administrative department will submit the examined and approved recommendation list and recommendation form, four copies of each, to municipal education commission (Basic Education Section). 
Transaction procedure: 1. The municipal education commission will transfer the examined and approved recommendation list of excellent graduates from senior high schools to Recruitment Office for Higher Education of municipal Education and Examination Institute, district/county educational administrative department and relevant bureaus and companies within the first 10 days of June. 2. Municipal Education and Examination Institute will grant preference policy to those on the recommendation list, supplied by municipal education commission, and universities will set up the recruitment priority for such students.

Those with excellent achievement, overall self-development or outstanding performance and special talent.
