Application procedure: 1. The students submit the application for transfer. 2. "Name List of New Enrollment in Universities and Colleges" (with official seal of the current school) for the student applying for a transfer. 3. Transcript of record of the students applying for a transfer. 4. If the transfer is based on health reasons, the student must provide the certification of health condition issued by the medical organization at or above county level. 5. If the students are talent at some fields, they must provide relevant works, certificates of award and the corresponding experts' comments. 6. As for the transfer by other special reasons, the students must provided relevant evidence.
Transaction procedure: 1. The target university or college will submit a written application to Shanghai Education Commission. 2. The education commission will make a qualification examination of the submitted material. 3. After the review of the qualification of transfer, the municipal education commission will send a written reply to the university or college. 4. The transfer across provinces, cities or autonomous regions must be approved by local department in charge of education.

Time limit: Transfer will be settled before a new semester. Shanghai Education Commission will reject the examination for any application one month after the onset of a semester. Transfer of new students can be only transacted after a semester ends.
