Who can I complain to if I have a problem with an educational organization?

Educational organizations are under the authority of the PRC State Department and regional governments at all levels. If any school, college, university or educational organization violates the law you can appeal to the superintendent concerned.

Kindergartens, primary schools, middle schools, vocational schools and technical secondary schools are supervised by the district/county education administrations. Colleges and universities are supervised by the municipal education committee.

If you disagree with a decision made by a district or county education administration you may appeal to the superintendent concerned, which is the municipal education authority or municipal government. If an employee of the education administration violates standard discipline in the course of their duties, you may appeal to the administration's supervisory department.
