Commissioned by the Municipal Tourism Administrative Commission, the
district, county tourism administrative departments of the municipality are in
charge of the approval of domestic travel agency within its administrative area.
Shanghai Municipal Tourism Administrative Commission
Within 30 working days upon receiving the travel agency establishment
application conforming to related requirements, the management department shall
make the approval or rejection decision and notice the applicant in written
form.
1、Fixed operation site, enough operation house.
2、Necessary operation equipment facilities, including office equipments such
as direct line phone, fax machine, computer, etc.
3、Internet connection with tourism administrative department.
4、Necessary operation management personnel.
5、No less than 300, 000 Yuan registered capital and 100, 000 tourism quality
guarantee money.
1、Application for travel agency establishment, including: travel agency name,
operation scope and site; enterprise form, investment amount and distribution;
applicant, full name of the application acceptance department, application
report title and time of application.
2、Feasibility research report of travel agency establishment, including:
market conditions, capital conditions, personnel conditions, and other
supplementary items that the tourist administrative department deems necessary.
3、Travel agency charter.
4、CVs of travel agency manager, vice manager and the occupational certificate
of operation management personnel.
5、Capital credential testimonial issued by the deposit bank, and the capital
verification report issued by certified accountant and its accountant office or
auditor office.
6、Operation site testimonial.
7、Operation equipment testimonial.
1、The applicant unit submit the above related application documents to
district/county tourism administrative department.
2、The Tourism administrative department initially examines the application
documents, and issue Shanghai Domestic Travel Agency Examination and Approval
Form to qualified applicants, four copies in one format. Within 60 working days
after receiving Shanghai Domestic Travel Agency Examination and Approval Form,
the applicants shall fulfill the following preparatory work items:
a、Enquiry travel agency name in Commercial Administrative Department, the
enterprise name must bear the word^travel agency ̄;
b、Site decoration;
c、Personnel in place;
d、Establish various institutions.
3、After the work done, the applicant unit report to tourism administrative
department and receive acceptance. After inspection, submit 100,000 quality
guarantee money to the district/county tourism administrative department.
4、Tourism administrative department make approval reply, and issue Domestic
Travel Agency Business Operation Permit.
5、Take the Domestic Travel Agency Business Operation Permit and the approval
document to the Commercial Administrative Management Department to apply for
registration and get business license.

Plaque service charge shall be collected according to the No. 128 Regulations
on Administrative Charge by Shanghai Price Department in 1994.
