2. Provided with proper tutoring and administration personnel for the training;

3. Provided with necessary training vehicles and relevant facilities, equipments and fields;

Where:

I. Application for training institutions of motor vehicle drivers

(I) Conditions of the training vehicles

1. Comprehensive training institutions shall provide 2 or more vehicle models, with no less than 5 training vehicles for each model, whereas 50 or above for Class I training institutions, 20 or above for Class II training institutions and 10 or above for Class III training institutions. Specific training institutions shall only have one vehicle model, with 50 or above vehicles for Class I training institutions, 20 or above for Class II training institutions and 5 or above for Class III training institutions.

2. The technical conditions of training vehicles shall comply with Class II or above in GB7258 and JT/T198, with auxiliary rear-view mirror, auxiliary brake pedal, fire extinguishers and other security facilities, while the road training vehicles shall also be equipped with auxiliary acceleration pedal and auxiliary clutch pedal.

(II) Personnel configurations:

1. The principal of theoretical teaching shall have 7

2. The supervisor of training vehicles shall have the education in automobile or relevant majors of technical school or above, or junior technical titles or above of relevant fields, and hold the Driver License of Motor Vehicles.

3. The principal of driving operation training shall have the education in automobile or relevant majors of technical school or above, or intermediate technical titles or above of relevant fields, and hold the Driver License of Motor Vehicles with safe driving experience of 10 years or above.

4. The completion examiner shall have the education in automobile or relevant majors of technical school or above, or junior technical titles or above of relevant fields, and experience of trainer for 5 years or above, with safe driving experience of 8 years or above.

5. The computer administrator shall have education in computer science of junior college or above, or certificate of Level II Computer Examination.

6. The theory trainer shall have the education in automobile or relevant majors of technical school or above, or intermediate technical titles or above of relevant fields, and hold the Driver License of Motor Vehicles, with driving experience of 2 years or above, and qualified in the examinations on road security laws and regulations, fundamentals of vehicle structures and teaching skills held by provincial road transport administrations.

7. The driving operation trainer shall have the education in automobile or relevant majors of technical school, high school or above, hold the Driver License of Motor Vehicles and be less than 60 years old. His experiences of safety driving and relevant vehicle models shall comply with the requirements in JT/T433-2004. He shall also be qualified in the examinations of teaching abilities conducted by provincial road transport administrations on transport securities laws and regulations, explanations of driving techniques and skills, demonstration of driving actions, driving guidance, teaching and studying assessment, etc.

(III) Field conditions

1. The area of classrooms for theoretical teaching shall be larger than 50m2, and no less than per capita 1.2m2.

2. The training field shall include the driving field, in-field road driving training field and practical road driving training routes in compliance with JT/T433-2004.

II. Application for commercial training fields

Shall be in compliance with JT/T434-2000 standard.

(I) Owner with qualification of independent legal person shall submit the following document on applying for starting business (or expansion of business scale):

1. Application form (the form can be received from Shanghai Urban Transportation Reception Center or downloaded at WWW.JT.SH.CN);

2. The original copy and photocopy of business license or notice of preliminary name check;

3. Name and title list of trainers and administration personnel for the training business or relevant Occupational Qualifications;

4. ID, professional title, Occupational Qualification, certificate of driving terms and safe driving experiences of the trainers;

5. Purchase receipt of the training vehicles (including the serial no. of engines and chassis no. / identification of vehicles). For assembled used car, the transfer guarantee for used cars and the photocopy of Vehicle Registration shall be provided, and the vehicle condition shall comply with the stipulations of Class II or above in JT/T198 for training use;

6. List of training facilities and equipments;

7. Certificate of compliance with the regulations on fields in Technical Requirements on Motor Vehicle Training Fields (JT/T434-2000) and Qualification of Motor Vehicles Driving Training Institutions (JT/T433-2004) and compliance with Shanghai land planning for fixed training field, training roads and parking fields. Photocopy of Property Right Certificate or Use Right Certificate for self-owned land, and photocopy of valid lease agreement and the Property Right Certificate of the lease for leased land;

8. The regulations on the setting and administration of training institutions consist of:

(13) Administrative Regulations on Training Fees

9. Original copy and photocopy of the Approval by Foreign Economic Relation & Trade Commission;

10. Photocopy of the approval of starting business by foreign invested enterprises.

Note: Item 1-3 and 6-10 shall be submitted for applications solely for commercial motor vehicle training fields.

(II) At declaration of alterations, corresponding Application Report shall be submitted as well as Application Form of Alterations of Shanghai Training License of Vehicle Drivers, together with:

1. For alteration in the proprietor’s address (except for alteration of doorplate)

(1) Certificate of that the training and parking field’s compliance with Article 7 in Starting Business.

2. For alteration of administrative agencies

3. For declaration of added training vehicles

Vehicle list (3 copies) and the photocopies of the training vehicles’Vehicle Registration.

4. For declaration of altered training vehicles

Vehicle list (3 copies) and the photocopies of the training vehicles’Vehicle Registration.

5. For declaration of new trainers

Trainer Registration Form (2 copies) and photocopy of the Trainer Certificate and Driver’s License.

The alteration of the proprietor’s name, legal representative, investment body and shareholding structure shall be proceeded according to the alteration formalities in the project approval procedure.

1. The applicant submits an application to Shanghai Urban Transportation Reception Center;

2. Shanghai Municipal Traffic Administration Bureau makes the decision with 15 days after receiving the application;

3. Shanghai Urban Transportation Reception Center shall notify and send the notice to the applicant within 10days. For those approved, the applicant can get to Shanghai Urban Transportation Reception Center to proceed the formalities for the Training License of Vehicle Drivers;

4. The applicant shall only start the business after finishing the registration of Training License of Vehicle Drivers in business administration agencies;

5. For liquidation, shut out and termination, the proprietor shall go to the Ministry of Transport for relevant formalities, and return the Training License of Vehicle Drivers to the Shanghai Urban Transportation Reception Center and proceed the registration write-off of the enterprises.
