b. Imported vehicles: finished in 2 weeks (except for invalidity when checking with the data in CD of Public Security Ministry)

The applicant shall have the licensing quota corresponding to the vehicle applying for license plate: License Issue Ticket for new motor vehicles, Plate Renewal Application Form for Motor Vehicles, Discarding Certificate of Motor Vehicles, Application Form of Motor Vehicle Registration Transfer of Shanghai, or Registration Form for License Plate Cancellation of Stolen Motor Vehicles. For passenger car of public organizations, the Permit from Purchase Control Office shall also be submitted. Vehicle purchase super tax will be collected by the above license quota. Identification of the motor vehicle owner: for vehicles of organizations, the organization code certificate and corresponding IC card shall be submitted; for private vehicles, the personal ID and residence registration booklet shall be produced; for residents from other province or municipality (only passenger vehicle of 9 seats or less is applicable), besides ID, the Temporary Residence Permit with valid period of more than 1 year shall also be produced; outlanders shall be investing in Shanghai, and submit valid Temporary Residence Permit, Temporary Stay Permit, Taiwan Compatriot Certificate or Certificate of Consulates.

(1) Fill the Application Form of Motor Vehicle Registration, with organization seal for organization use or signature of the owner for private use; (2) the 4th page of uniform motor vehicle purchase receipt; (3) domestic vehicles shall be accompanied by whole-car qualification certificate, and imported vehicles by Goods Import Certificate, Certificate of Confiscated Contraband Vehicles and Motorbikes, or Notice of License Place Issue for Vehicles Supervised by the Customs, and Commercial Inspector Certificate; (4) a monotype of the steel stamp number on the engine and chassis, and paste on the Record of Motor Vehicle Registration Procedures; (5) Certificate of Motor Vehicle Purchase Super Tax or Certificate of Tax Exemption.

First the computer operation of the procedure facility will input relevant information into the computer registration system according to the ID of the owner, brand and part number of the vehicle, and print the Record of Motor Vehicle Registration Procedures. Then the inspector will verify or inspect the vehicles, and when qualified, the inspector will seal in specific column of the Record of Motor Vehicle Registration Procedures. Finally, the license issuer of the license issue department will verify the certificates and materials of the vehicles apply for license plate, and input relevant information. The materials of imported vehicles shall be verified with the CD of Ministry of Public Security, and signed or sealed by the leader of Headquarter of Traffic and Patrol Police. When the inspections are finished, number plates will be issued according to the specification. Print the Motor Vehicle Registration, Registration Certificate of Motor Vehicles, Application Form of Motor Vehicle Registration, Record of Motor Vehicle Registration Procedures and Registration Form of Motor Vehicles (attachment), as well as the receipts of vehicle inspection fee and license plate fee and issue the license plate.
