(1) Apply for Driver License with the troop’s certificate:

Serviceman shall produce the ID of serviceman, certificate letter of provincial military zone or above and valid driver license; ex-serviceman within 1 year after retirement shall produce the ID, Military Retirement Certificate and valid driver license. Those who hold the driver licenses of small passenger car or motorbikes issued by the troops with driving experience of 3 years or above can be exempted from road examination. Those who once held ordinary Driver License consecutive in time with the military driver licenses can change for a new Driver License directly.

(2) Apply Driver License with foreign (or Hong Kong, Macao, Taiwan) certificate:

Chinese citizen holding Driver License of foreign countries or Hong Kong, Macao, Taiwan, or international Driver License, and has lived abroad for consecutive 6 months and more and within the first year back to China; Foreigner (or Hong Kong, Macao, Taiwan citizen) with foreign (or Hong Kong, Macao, Taiwan) Driver License and holding Temporary Residence Certificate with valid period of one year or above. Those who once held ordinary Driver License of Shanghai consecutive in time with the foreign driver licenses can apply for a new Driver License directly. Those who have driving experience of 3 years or more can be exempted from road examination. The qualified can proceed with the application procedures.

(3) Transfer of Driver License from other province or municipality:

The residence registration of license holder has been transferred into Shanghai; people from other province or municipality and living temporarily in Shanghai for 1 year or above; Shanghai residents who applied for Driver License in other province or municipality and holding the Temporary Residence Permit issued by the location of driving learning with valid period of 1 year or above, and conducted archive transfer-in later. The record of transferred-in Driver License must be in compliance with the regulations. Those eligible and qualified can apply for Driver License transfer-in and proceed with the formalities. Those holding Shanghai Driver License are not eligible for archive transfer-in.

·fill《the Application Form of Driver License of Motor Vehicles》;

·submit ID, military office certificate, retirement certificate, relevant certificates and Driver License for inspection;

·digital photos;

·physically qualified by hospital of district, county level or above;

·get the Attachment of Driver License from the executive branches and sub-branches of traffic and patrol police;

·take relevant materials for the training certificate;

·qualified in the road driving examination; those with driving experience of 3 years or above and has changed for C. D. E can be exempted from the examination;

·issue the Driver License;

·deliver the Attachment to the executive branches and sub-branches of traffic and patrol police within 1 week;

(2) Formalities for application of Driver License with foreign (or Hong Kong, Macao, Taiwan) licenses:

·Driver License of foreign countries or Hong Kong, Macao, Taiwan, or international Driver License and the photocopy. Driver License without Chinese text shall be translated in the General Translation Company of SISU (1F, No.3, Xinghua Estate, Lane 100, East Tiyuhui Rd.) or Shanghai Interpreters’Associate (Room 702-4, Building of China Traveling, No. 66, East Nanjing Rd.);

·Fill the Application Form of Driver License of Motor Vehicles;

·submit relevant ID and photocopy and Driver License for inspection;

·digital photos (sign-up photos are applicable for provisional driver license);

·physically qualified by hospital of district, county level or above;

·qualified in the examination of transport laws and regulations and relevant knowledge;

·get the Attachment of Driver License from the executive branches and sub-branches of traffic and patrol police;

·those with driving experience of less than 3 years needs qualification in road driving test;

·issue the Driver License;

·deliver the Attachment to the executive branches and sub-branches of traffic and patrol police within 1 week.

(3) Formalities for the Driver License transfer-in from other province or municipality:

·submit the transferred-in archive of driver license (invalid if opened without permission);

·fill the Application Form of Driver License of Motor Vehicles;

·submit relevant identification certificates, , residence registration booklet, Temporary Residence Permit and photocopies for inspection;

·digital photos;

·get the Attachment of Driver License from the executive branches and sub-branches of traffic and patrol police;

·issue the Driver License for those with completed formalities;

·deliver the Attachment to the executive branches and sub-branches of traffic and patrol police within 1 week.

The application of transferred-in Driver License will be received by the Driver License Issue Counter of Dabaishu Vehicle Inspection Field of the Vehicle Management Agency. Those in compliance with the regulations and with completed formalities can finish the transfer-in formalities on the spot; if the formalities are incomplete, a notice will be issued to ensure the formalities will be finished next time; inspect the application materials, input the information, collect the archives for transfer-in, make the license and issue on the spot.
