a. Vehicles bought or delivered in Shanghai by organizations or individuals from other province or municipality;

b. Vehicles from other province or municipality that have been suspended and finished repairing and modification in Shanghai;

c. Vehicles of Shanghai applying for registration transfer; (issue at the same time of registration transfer formalities)

d. Vehicles of organizations or individuals of Shanghai, which have been suspended and need to go to other province or municipality for modification or repair.

a. For domestic vehicles picked up by organizations of other province or municipality, the uniform purchase receipt of motor vehicles and qualification certificate shall be produced. For imported vehicles, the Goods Import Certificate or Certificate of Confiscated Contraband Vehicles and Motorbikes issued by the Customs shall be produced. Identification shall be produced for vehicles purchased by individuals.

b. For vehicles from other province or municipality that have been suspended and finished repairing and modification in Shanghai, certificate by local vehicle administration of public security bureau shall be produced (the manufacturer, part number, number of engine and chassis shall be noted)

c. For vehicles suspended in Shanghai that need to go to other province or municipality for modification or repairing, the Receipt of License Plate of Motor Vehicle Suspension shall be produced.

d. Fill the Inspection Registration Form of Provisional Number Place of Motor Vehicles in Shanghai.

When the vehicle is inspected to be qualified, the inspector will sign and seal in specific column of the Inspection Registration Form of Provisional Number Place of Motor Vehicles in Shanghai. The license issue organ will issue a valid period calculated by the distance and time to reach the destination by positive heading. Should an extension be needed, relevant certificates shall be produced.
