The public security authorities will toughen their approach to such offences. Unlicensed motorcycles will be seized and detained. Owners of light motocycles will have to affix a licence plate and owners of other types of motorcycles will be encouraged to sell them out-of-town. People illegally carrying passengers will be penalized according to governing laws and regulations.
