What are the rights and obligations of passengers?

Passengers have the right to receive punctual, safe and comfortable transportation service.  They must follow the regulations set by the transport service operators when using buses, taxis, railways, airlines and ships.

1. Passengers have the right to receive the receipt for transport fares.  When using taxis, they must pay the fare as shown on the meter. They can refuse to pay the fare or be exempted if the transport operators don't provide the fare invoices or if the IC card readers on the transport system break down.
2. Passengers are prohibited from carrying flammable or explosive items, forbidden products or goods that will pose a hazard to other passengers when boarding buses, ships and airplanes.
3. Servicemen and policemen must show gun licenses when taking guns on buses, ships and airplanes.  The guns must not be loaded.
4. Passengers must maintain order when using the public transport system and submit to security checks if necessary.
5. Passengers will be subject to fines or required to pay compensation for losses incurred by their misbehaviors. They must get on and off the vehicles at the proper places and not disturb the operators during the ride.
6. Passengers should offer their seat or other assistance to the old, sick, crippled, pregnant and those holding babies when riding public transport vehicles.  Children must be accompanied by an adult. Smoking, gambling and illegal activities are banned.
