subsidies:(1) A monthly household income of 280 yuan (US$33.7) per person or less and a grant from the civil affairs department for more than six months
(2) A household living area is no more than five square meters per person
(3) Family members must have a city or town residence registration with at least one member getting the residence for more than five years and the other members moving to the residence for more than two years
(4) The family members must include at least two lineal relatives
