What rules apply to the experimental development of housing that includes interior work based on selected models?

(1) Property developers must have comprehensive development capability and good credit records to be eligible; they should apply to the district or county-level property development bureau, after which selected projects will be referred to the Shanghai Housing Development Bureau for approval.

(2) Selected developers must keep to the requirements for pilot projects and choose qualified contractors for construction; the supervisory companies must inspect the whole construction process to ensure housing quality

(3) The contracts between selected developers and home buyers must include selected interior work models; Housing prices should include charges for interior work and developers must offer quality guarantees and provide specifications for use to buyers

(4) Selected developers should try to use the building materials recommended or approved by the authority and mark the prices clearly

(5) After the pilot project is completed, developers should ask the design, construction and supervisory companies to check and approve the project and interior work, and then report to the appropriate department

(6) The housing delivered to buyers should meet the contract requirements and all of the interior work in the unit must be complete.
