1. Personnel capable of independent civil acts.
2. Experience in founding, investment or management of a medical institution.
The above two requirements are compulsory.
Additionally, the person or organization applying to establish a joint venture or cooperative medical institution should meet at least one the following requirements.
1.Advanced global medical institution management experience, management and service model.
2. Advanced medical technology and facilities.
3. The new institution must fill a gap in local public medical services, for instance in terms of medical technology, facilities or funds.
