What kind of accidents are not defined as medical accidents?

According to related laws and regulations, the following are not defined as medical accidents.

(1) Minor errors in diagnosis and treatment that have not resulted in death, paralysis or dysfunction
(2) Side effects caused by the patient's congenital features, not by the treatment or diagnosis of doctors or medical workers.
(3) Adverse effects to the patient caused by failure to cooperate by the patient or family.
