Public Security Squadron shall complete the examination work within 10 days
after receiving application materials.
1. Garden for raising dogs must be over 1000 meters away from drinking water
source, and over 500 meters from residential area;
2. Dog houses must be firmly built, with height of exterior walls being over
3 meters;
3. Being equipped with equipment for rinsing, disinfection and for harmless
treatment of sewage and filth;
4. Being equipped with qualified vets.
5. Except for parks, there must be no dog garden in downtown area.
1. An application report (name, address, mode of operation, ground size and
registered capital of the unit, etc.)
2. Field layout and construction plan of the dog garden;
3. Letter of intention, agreement and official reply on project proposal and
confirmation issued by Foreign Trade Commission of Shanghai are needed if it is
a joint venture;
4. Contract of land lease or house lease, or land title deed;
5. Written opinion from the government on town or village level approving the
application (original, sending official communication, official seal);
6. Certification certifying there are over two qualified vets in the garden;
7. Conclusion on enterprise name checking issued by industry and business
administrative departments;
8. An official reply on agreeing on the project proposal and confirmation
issued by Public Security Squadron of Shanghai Municipal Public Security Bureau.
Where somebody is entrusted to go for the application, a trust deed and valid
certification on identity of the factor shall be presented.
When Public Security Squadron receives application from the applicant unit
and relevant materials, its personnel shall be sent to the applicant unit to do
field investigation within 10 days, and make decision on whether to approve the
application or not. Those answering for the conditions of opening dog raising
garden are to be issued a Permit on Dog Raising of Shanghai; those not passing
the examination shall do improvement work within a time limit; if improvement is
not done after the time limit, their application formalities are not to be
continued and application materials are to be sent back, with reasons for being
denied being explained.

1. Number of dogs is between 1 and 50: 5000RMB per garden per year
2. Number of dogs is between 51 and 100: 10000RMB per garden per year 3.
Number of dogs is over 101: 15000RMB per garden per year
