Police stations, administrative organs on units and individuals applying to number nameplates is the police stations of the place where the house property to be numbered is located.

Police stations in urban area: 8:30—22:30, police stations in suburbs: 8:30—17:30

Police stations of Shanghai Municipal Public Security Bureau

After receiving the application for numbering nameplates of lanes and buildings, police stations shall produce an opinion within 5 working days before reporting the opinion to the public security battalion of public security branches on district or county level for examination and approval, who shall make a decision on whether to approve or not after doing field investigation within 5 working days. But for application for numbering nameplates of buildings on the roads or highways crossing different districts (or counties), public security battalions of pubic security branches shall do the filed investigation with police stations before producing specific opinion on numbering the nameplates, which shall then be reported to Public Security Squadron of Shanghai Municipal Public Security Bureau for examination and approval. Public Security Squadron shall then conduct field investigation within 5 working days before making decision on whether to approve the application or not.

Units and individuals in Shanghai

Applicant units or individuals shall provide: a Permit on Construct Project Planning, planning chart or certifications on temporary buildings approved to be built by relevant authorities and a written application; for individuals, signatures or seals of the persons with the equity ownership shall also be presented. (for applicant units, there shall be signatures of the person in charge of the unit, stamped with official seal of the unit )

(1) Applicant units or individuals shall provide: a Permit on Construct Project Planning, planning chart or certifications on temporary buildings approved to be built by relevant authorities and a written application; for individuals, signatures or seals of the persons with the equity ownership shall also be presented. (2) According to the application from units or individuals, police stations shall designate personnel specially appointed for the job to do field investigation according to the construction project planning, and produce specific opinion on numbering the nameplates, then fill in the Application Form on Numbering Nameplates of Lanes and Buildings, before reporting to higher departments progressively for examination and approval on the application.

(3) After receiving decision on examination and approval work from public security branches on district or county level and from the municipal public security bureau, police stations shall issue Notice on Numbering (or Changing) Nameplates of Lanes and Buildings to those answering for the conditions and deliver the Notice to the applicant units and individuals, collecting production cost for making the nameplates at the same time; those not answering for the conditions shall be informed with a written Opinion.
