With complete application materials, the application can be processed and wound up within 10 working days; application for the second time is processed and wound up within 7 working days.

For Shanghai residents (with permanent registered residence in Shanghai)

1. To submit a completed Application Form for Shanghai Residents Traveling to and from Hong Kong or Macao, pasted with a bare-headed colored picture of the applicant which is taken recently (with a dimension of 48*33mm and white color as the background), attached with 2 other pictures of the same dimension.

2. To present for examination the originals of Resident Identification Card of the applicant, his residential registration booklet or other certification on registered residence and submit their photocopies (if it is application for the second time, the applicant can be exempted from photocopies of the above materials);

3. Applicants with the following (special identities) should also submit a written opinion from their work units: (1) Officials in the municipal department who are incumbent or retired (with honor); (2) Officers on department level in all organs including people’s organizations of worker, youth and women, as well as those from democratic parties; (3) Those working on the key posts at enterprises and public institutions related to the state politics, economy, security and commercial secrete, and finance, taxation, scientific research and education, etc; (4) Those working at Shanghai-based units under direct control of the central government, or those at units of other provinces, municipalities or autonomous regions stationed in Shanghai. Personnel with special identities can file in the application for the second time within the term of validity of their permits can be exempted from the written opinion from their work units. Term of validity on the single-journey visit endorsement is 3 months and the period of retention is 7 days; term of validity on the two-journey visit endorsement is 3 months, and the period of retention is 7 days. For application for the first time, the applicant shall personally file in the application. For application for the second time, the applicant can entrust his relative for the application. Applicants younger than 16 or older than 70 years can entrust their relatives for the application.

Shanghai Entry-Exit Administration Bureau accepts the application, does examination and approval work on the application and issues permits.

100RMB for an Exit-entry Permit for Traveling to and from Hong Kong and Macao; 20RMB for a single-journey visit endorsement and 40RMB for a two-journey visit endorsement.
