To apply to go and settle down in Hong Kong or Macao

Entry-Exit Administration Bureau of Shanghai; entry-exit administration offices of all branches of public security bureau at districts and counties in Shanghai.

Those coming under one of the following circumstances can apply to go and settle down in Hong Kong or Macao:

£¨1£©Any spouse of a married couple resides in Hong Kong or Macao, thereby separating from the other for many years;

£¨2£©A person's parents residing in Hong Kong or Macao are aged and in poor health, and must be taken care of by their son or daughter (younger than 60) from the inland areas;

£¨3£©Helpless old people and child(ren)in inland areas, who have to seek support from their lineal relatives or near relatives in Hong Kong or Macao;

£¨4£©In the event that lineal relatives residing in Hong Kong or Macao have nobody there to inherit their real estate, their son or daughter in inland areas may inherit the real estate in question, provided that they must go and settle down in Hong Kong or Macao;

£¨5£©Persons who must go and settle down in Hong Kong or Macao for other special circumstances.

The fixed-quota procedures for examination and approval are applied to applicants of inland areas to go and settle down in Hong Kong or Macao on private business, so as to facilitate and maintain economic prosperity and social stability of Hong Kong and Macao.

1. To present, for examination ID card, residential registration booklet or other certificates on their registered residence, attached with their photocopies.

2. To fill in the Application Form;

3. To submit written opinion on the application issued by the applicant¡¯s work unit or by the police station of the place where the applicant has his registered residence;

4. To submit 4 2 inch bareheaded front-view colored pictures taken recently;

5. To submit documents related to reasons for going and settling down in Hong Kong or Macao:

£¨1£©For reunion of married couples, the marriage certificate, resident identification card of Hong Kong or Macao of the spouse who has settled down in Hong Kong or Macao, his or her pass for and fro Inland Areas or Home-Visiting certificate for Compatriots from Hong Kong or Macao are to be presented for examination;

£¨2£©To apply to go to look after their parents who are in old age and poor health in Hong Kong or Macao, resident identification card of Hong Kong or Macao of the parents, their pass for and fro Inland Areas or Home-visiting certificate for Compatriots from Hong Kong or Macao are to be presented for examination;

£¨3£©For children without support in inland areas applying to go and seek support from their parents in Hong Kong or Macao, their birth medical certificate, marriage certificate of their parents, resident identification card of Hong Kong or Macao of their parents, the parents¡¯pass for and fro Inland Areas or Home-visiting certificate for Compatriots from Hong Kong or Macao are to be presented; If their parents are divorced, a written judgment on divorce issued by the people¡¯s court confirming one of his parents shall be responsible for bringing up the child should be submitted.

£¨4£©For the senior having no children by their side in inland areas and applying to go and seek support from their children in Hong Kong or Macao, documents proving their having no children in inland areas and one on their kinship with the children, resident identification card of Hong Kong or Macao of the person in Hong Kong or Macao, his or her pass for and fro Inland Areas or Home-visiting certificate for Compatriots from Hong Kong or Macao are needed;

£¨5£©To apply to inherit property in Hong Kong or Macao, the death certificate of the decedent should be submitted, and document proving the decedent having no heir to the property in Hong Kong or Macao and the certificate on the applicant¡¯s heirship, as well as legal papers and the invoices of the payment of inheritance tax issued by heritage administration organs in Hong Kong or Macao should be presented.

Where the above-mentioned Hong Kong or Macao residents are of foreign nationality, their foreign passports or certificates on their foreign nationalities and their ID cards on permanent residence in Hong Kong or Macao, as well as the document on the kinship should also be presented.

6. Invitation letter from the relative in Hong Kong or Macao.

I. The entry and exit administration offices of the public security branches of the local precinct where applicants have their registered residence accept the application and Entry and Exit Administration of Shanghai is to do examination and approval work on the application as well as make the pass.

Note: fixed-quota procedures are practiced on application examination & approval work, in which, the applicant¡¯s qualifications are to be graded and they have to wait in line for approval.

II. Entry-exit administration organs on all levels accept the application, and Entry-Exit Administration of Shanghai is to examine and verify the application, and computerized grading is done on the applicants answering for the application conditions, who are to be let out according to the sequence of their ranking in the computerized grade. For those getting approval, the results are to be posted to the public. After 15 days when the results are publicized, applicants without disagreement with the result are to be issued with a¡°Pass for Hong Kong and Macao¡±.

Provisional Methods for Administration on Chinese Citizens Going to and fro Hong Kong or Macao Region on Private Business
