With complete application materials, the application for the first time can be processed and wound up in 10 working days (excluding from applicant with temporary residence permit) and application for the second time can be processed and wound up in 7 working days.

I. Shanghai residents, overseas Chinese (Chinese citizens who have settled down abroad) and persons from other places outside Shanghai who have a temporary residence permit in Shanghai, who are sent by their enterprises or units in operation to Hong Kong or Macao for commercial activities can apply for a business visit endorsement to Hong Kong or Macao valid for less than 3 months.

Note:“Enterprises”refer to the enterprises registered at the industry and business administrative organs of China, with independent legal personality.“Units in operation”refer to the branches getting registered at the industry and business administrative organs of China and set up with the investment of legal persons as well as resident representative organs of foreign enterprises.

Where enterprises or units in operation apply for business visit endorsements, they should pass the annual inspection from the competent authorities.

II. Applicants coming under one of the following circumstances can apply for multiple-journey business visit endorsement valid for one year:

1. The applicant is the legal person of an enterprise or of a unit in operation;

2. Legal persons, senior management and major technical personnel of domestically funded enterprises with a registered capital of over 10 million RMB or legal persons, senior management and major technical personnel of foreign-invested enterprises with a registered capital of over 10million USD;

Legal representatives, senior management and major technical personnel of high-tech enterprises (high-tech enterprises must be authorized by relevant competent departments of Shanghai Municipal Government);

3. Other personnel who have obtained three multiple-journey endorsements valid for three months respectively within 1 year.

III. Applicants who have obtained a multiple-journey endorsement valid for 1 year, and who are from the domestically-funded enterprises with a registered capital of over 50million RMB or from the foreign invested enterprises with a registered capital of over 50million USD can apply for a multiple-journey business visit endorsement valid for 3 years (with a fixed quota of 1-2 for each enterprise).

1. To complete and submit the Application Form for Shanghai Residents Traveling to and from Hong Kong and Macao pasted with a full-faced colored picture which is taken recently (48X33mm, with white color as the background), attached with two other pictures of the same dimension.

2. Originals of valid Resident Identification Card, residential registration booklet or other certification on the registered residence of the applicant, and their photocopies shall be submitted (for persons from other places outside Shanghai, they shall present for examination originals of their temporary residence permit or blue seal residential registration booklet, submitting their photocopies); (application filed in for the second time can be exempted from the photocopies).

Overseas Chinese shall present for examination their valid Chinese passports and certifications on their residing abroad, and submit photocopies of the documents (those filing in the application for second time are exempted from the photocopies).

3. To present for examination the copy of business license of the enterprise or unit where the applicant works or certifications on registration of resident representative organ of relevant enterprises, and submit their photocopies. (if the applicant’s work unit is unchanged and the application is filed in for the second time, he can be exempted from the photocopies).

4. To submit the certification on sending the applicant to go to Hong Kong or Macao for commercial activities issued by the legal person, or by the person in charge of the enterprise of the applicant, or by the personnel department authorized by the person in charge of the unit or enterprise.

5. To apply for a multiple-journey business visit endorsement valid for 1 year or 3 years, the enterprise or unit in operation of the applicant shall submit a written application, copy of its business license or registration certificate.

6. Other materials assumed to be submitted by entry-exit administration organ.

Where it is the application for the first time, the applicant shall file in the application in person. If it is the application for the second time, the applicant can entrust somebody to go for the application.

Entry-Exit Administration Bureau of Shanghai accepts the application, does examination and approval work on the application materials and issues Exit-entry Permit for Traveling to and from Hong Kong and Macao.
