Over the past two years Shanghai has taken measures to upgrade its transportation system, and the campaign to remove motorcycles from local streets is part of the effort to implement the plan set out in the Shanghai City Transportation White Book. The White Book states that, as part of its 10th five-year plan, the city will gradually reduce the number of motorcycles, control their usage in certain areas, strengthen the management of motorcycles, and gradually enforce a ban on main streets.
