Here are the requirements:

1. The applicant must hold registered local permanent residence or certificates proving that he has been temporarily in the city for over one year.
2. Age
--For a license to drive large passenger cars and trolley buses, the age range is 21 to 45.
--For a license to drive large freight vehicles, the age range is 18 to 50.
--For all other types of vehicles, the age range is 18 to 60.
3. The applicant must pass related driving tests

Here is the application procedure:

1. Take your identity card or passport along with digital photos to one of the three designated test locations of the Vehicle Management Department of the Shanghai Public Security Bureau
2. Have a physical examination
3. Sign up at a local drivers training school

A first-time applicant cannot apply for a license to drive large passenger cars unless he is employed by a local public transit department.

You cannot apply for a driving license if:
--your driving license was revoked less than two years ago;
--your driving license has been suspended;
--you already hold a driving license.

The Vehicle Management Department will grant a driver's learning certificate to qualified applicants who have passed examinations on traffic laws and related regulations. A driving license is granted to holders of this certificate who have passed driving tests in a driving school. For the first year after the license is granted the driver is categorized as a practice driver.
