A:In reconsideration cases, execution of the administrative act is not generally suspended. However, in the following circumstances, the execution of the administrative act may be suspended:
(1) Suspension is deemed necessary by the defending party;
(2) Suspension is deemed necessary by the administrative body for reconsideration;
(3) Suspension of execution is requested by the applicant and the administrative body for reconsideration deems it reasonable;
(4) Suspension is required by the provisions of the laws, regulations and rules.
