A:  A citizen, legal person or other organization shall first apply to an administrative body for reconsideration, and if that person or organization does not accept the decision made by the administrative body he can file a suit with the people's court. The applicant may, within 15 days of receiving the written decision rejecting the appeal, bring a suit before the people's court.
