The Internet Access Service Business Management Regulation details strict rules that forbid underage people from entering web cafes or other Internet business premises. It states that Internet access business premises may not allow underage people to enter, and that businesses must have everyone who enters clearly sign in to ensure that no underage person gains entrance. The regulation also details related fines and penalties. According to the Underage Protection Law, an underage person is a citizen under the age of 18.

To ensure that this regulation is enforced effectively, visitors to web cafes must sign when entering and the business operators must carry out inspections inside the cafes.

The city's cultural administrative authorities will impose strict penalties on violators. Cafes which accept underage patrons and thereby contribute to social problems, or which accept underage patrons on three or more occasions will have to suspend operations for renovation or will have their business licence revoked. The public is encouraged to help supervise the operation of web cafes.
