What is meant by "special trades"?

The special trades are those industrial and commercial service enterprises whose business and operation are closely related to social security and order, and are therefore subject to special security management by the public security authorities under the national administrative regulations.

Currently they include publishing, seals, scrap metal collection, pawnbroking, auction, trusts and the hotel trade.
