The Center for Resident Identification Card Making of Shanghai Municipal Public Security Bureau must finish the work of making a resident identification card within 7 days from the day when the envelop designated for expressed resident identification card submitted by the applicant. The applicants for an expressed making resident identification card shall go to Shanghai Municipal Public Security Bureau in person (No.185 Fuzhou Road[West gate]) with the special envelop designated for their residential registration booklets to go through the procedures of making and obtaining a resident ID card.

From September 10th, 2003,“Making of resident identification card Online”for expressed identification card has been implemented at police stations in Shanghai, but police stations at universities and waterways are excluded from the new method, at which, the card making online is suspended because of such unusual circumstances as unfamiliar Chinese characters and the former regulations concerned are still in use. With the practice of“Making of resident identification card Online”for expressed identification card, applicants can, with the Notice on Obtaining an Expressed Making Resident Identification Card and their residential registration booklets, obtain their ID cards at the Center for Resident Identification Card Making of Shanghai Municipal Public Security Bureau (No.185 Fuzhou Road [West gate]) on the day for obtaining the new cards (in 7 working days after the application is accepted).

Where citizens with a permanent residence in Shanghai who have reached the age of 16 go for such issues as notarization, entering a higher school, obtaining employment and going traveling and thus are in urgent use of a Resident Identification Card, they can apply for an expressed making of resident identification card on the basis of voluntariness.

The applicant must personally file in a written application for an expressed making Resident Identification Card. The applicant shall go to apply at the police station of the place where the applicant’s registered residence is located with his or her residential registration booklet, certifications from his of her unit, or from the neighborhood or villagers’committee, and with three 1’’full-faced pictures of the applicant which are taken recently.

The application for an expressed making resident identification card is accepted by the policeman specially designated for the work at police stations, who is responsible for examining the application materials, filling in the Form on Examining Application Materials for Resident Identification Cards, and then putting the examined materials into the envelop specially designated for expressed resident identification card before sealing the envelop with a sealing tape.
