Countries which can be done consular attestation by Foreign Affairs Office of Shanghai Municipal People¡¯s Government authorized by Ministry of Foreign Affairs: Poland, Germany, Iran, Cuba, Sweden, France, India, Korea, the Czech Republic, Singapore, Austria, Israel, Italy, Russia, Mexico, Egypt, Turkey, Belgium, Denmark, Switzerland, Holland, Finland, Thailand, Chile, Brazil, Spain, Argentina, Malaysia (consular attestation can be done at the consulates of the said countries in Shanghai).

According to relevant agreement, the following countries can be exempted from consular attestation except for special circumstances where consular attestation is needed: Japan, U.S.A, Australia, Canada, New Zealand and Great Britain.

Categories of consular attestation:

£¨1£©International notarial deeds issued by notary offices in Shanghai.

£¨2£©Business documents issued and attested with the official seal of Shanghai Branch of China Council for Promotion of International Trade and Pudong Branch of China Council for Promotion of International Trade.

£¨3£©Business documents issued by Shanghai Entry-Exit Inspection and Quarantine Bureau, stamped with the official of the said Bureau.

£¨4£©Consular attestation to be done in the Ministry of Foreign Affairs in Beijing: to apply to send international notarial deeds or business documents to the countries which do not have a consulate in Shanghai or which have a consulate in Shanghai but without authorization for consular attestation (i.e., Norway, Yugoslavia, Cambodia, Romania, Ireland and Jamaica, etc.), Shanghai Foreign Affairs Service Center sends the notarial deeds or business documents to the Ministry of Foreign Affairs for consular attestation and then the Ministry of Foreign Affairs does consular attestation work of foreign countries in China.

Notarial deeds and business documents sent to and used in Hong Kong Special Administrative Region shall go through procedures of confirmation at the Department of Consular Affairs of the Ministry of Foreign Affairs.

Time for consular attestation by the Ministry of Foreign Affairs is about 15 days. Time for attestation by the Ministry of Foreign Affairs and by consular of the foreign country in China is about 25 days.

According to international norm, consular attestation means that diplomatic organs or consulates attest the last signature and seal of notary offices or of the organ issuing the documents on international notarial deeds or business documents are verified. Purpose of consular attestation is that notarial deeds and business documents issued by one country can be accepted by relevant authorities in another country, so as not to affect the legal validity of the notarial deeds and business documents because of suspect over the verification of signature or seal on the said documents. All international notarial deeds and business documents shall be attested by the consulate of the country from which the deeds and documents are issued and attested by embassy and consulate of another country in which the documents are used; according to prescriptions in relevant agreements, international notarial deeds and business documents delivered to and used in some countries are to be attested only by consulate of the country from which the said documents are issued.
