Affairs need to act: object of declaration shall make survey and examination on applied affairs; then examine and verify applied materials; at last declare to Shanghai Personnel Bureau on internet; after the approval of Shanghai Personnel Bureau, process the mobilizing procedures. Declaration materials:

1. Application letter and business license for industry and commerce of foreign invested enterprise, approval certificate of Foreign Trade and Economic Committee;

2. Recommendation Letter and capital verifying certification of direct foreign investors, his/her passport (copied pages including the page of passport holder’s signature);

3. Registration Form of personnel recommended by foreign businessman;

4. Recent physical examination form of recommended personnel;

5. Domicile certification of recommended personnel;

6. Education certificates, professional and technical titles and qualification certificates of recommended personnel;

7. Retaining (labor) contract;

8. Other necessary certification materials of relative departments.

The letters and attached materials submitted by declaring unit shall be examine and verify by processing person and examine and approve by leaders. Then type mobilizing documents and registration form of mobilizing personnel.
