Charges Processed by: Shanghai Municipal Development Planning Committee (Public Product Price Section)
Formalities: The applicant submits the written documents to the Shanghai Municipal Development Planning Committee including: reasons for adjusting the price, cost estimation data, the proposed scheme of price adjustment, influences upon the relevant industries and consumers and other materials required, etc.
Procedures: 1.Put forward the audit opinions according to the state policy, rules and regulations and the relevant law, by analyzing comprehensively and investigating the market and the situation of cost as well as the influences upon all sides of the society;

2. According to the stipulations, if required, the Committee shall convene price hearing, in which opinions from all sides will be collected, so as to perfect the scheme of price fixing and adjustment;

3. The Committee shall submit those required to be sent to Shanghai Municipal Government for approval;

4.After approval of the price scheme, the Committee shall draft documents with the Shanghai Telecommunication Bureau and deliver them to the applicant.
