Are there administrative decisions that cannot be litigated against?

Yes.
No suit can be filed against the following four kinds of government decisions.

(1) Decisions on national defence and diplomatic affairs
(2) Administrative rules and regulations
(3) Rewards, punishments, appointments and removals decided by the government. Only the human resources department of the government has the right to handle these cases. The courts will reject any individual litigation against these decisions.
(4) The final judgment of the court, especially referring to appeals from plaintiffs. The second verdict is the final one.
