How to apply for a Border Pass

Border Pass application center of Shanghai Municipal Public Security Bureau; Border Pass application spots of public security bureaus on county and district level; all police stations in Shanghai

Police stations shall process and wind up the application for a Border Pass within 3 days, if applying for a Border Pass at Border Pass Application Center of Shanghai Municipal Public Security Bureau or Border Pass application spots of public security bureaus on county and district level, the application shall be processed then and there.

Citizens can enter Special Zones of Shenzhen and Zhuhai with their ID cards, but males aged over 60 and females aged over 55 are excluded; officers and soldiers of the People¡¯s Liberation Army, of the People¡¯s Armed Police Force or policemen of the People¡¯s Police can enter Shenzhen and Zhuhai with their certificates of officers, certificates of policemen or certificates of soldiers, but Shanghai citizens who have reached the age of 16 or the ones from other places outside Shanghai in China staying (or residing) in Shanghai for over 1 year, who come under one of the following circumstances, shall apply for a Border Pass if they are bound for border administrative regions.

1. Those involved in exchange events in such fields as science and technology, culture and physical culture, or in business training, conference or those going to the bordering regions for investigation and interview, etc.;

2. Those going to the bordering regions for such activities as reconnoitering, contracting projects, labor services, technological cooperation or business talks, etc.;

3. Those going to the bordering regions to answer a job recruitment, to work, or to see the doctor or to study;

4. Those going to the bordering regions to visit relatives, friends, to do business or to travel;

5. Those having to go to the bordering regions for other justifiable reasons.

1. Where Shanghai citizens go to the Special Zones of Shenzhen and Zhuhai, they can apply for a Border Pass with their own ID cards, and the valid term of the Pass can be as long as 1 year.

2. Where personnel from government offices, organizations or from public institutions in Shanghai need to go to bordering regions, their application shall be examined and stamped with the official seal of the security (or personnel) department of their work unit before the applicants go to apply for a Border Pass at the public security bureaus on district or country level of the place where their work unit is located or of the place of the applicants¡¯permanent residence or at the public security department specially designated to process the application.

3. Where personnel from enterprises in Shanghai need to go to the bordering regions, after their application is examined and stamped with the official seal of the security department of their work unit, they can go to apply for a Border Pass at the public security bureaus on district or country level of the place where their work unit is located or of the place of the applicants¡¯permanent residence or at the public security department specially designated to process the application. In case that there is no security department in the work unit of the applicant, the application shall be stamped with the official seal of the legal person of the enterprise after examination work.

4. Where other personnel wish to go to the bordering regions, after their application is examined and stamped with the official seal of the police station of the place where the applicants have their permanent residence or of the place where the applicants have their temporary residence, they can go to apply for a Border Pass at the public security bureaus on district or country level to which the said police stations are subject.

(1) The applicant shall personally file in the application, present such documents as his or her ID card, and fill in the Application Form for a Border Pass, and then submit the form to the police station of the place where his or her registered residence is located.

(2) After the staff of police station accepts and examines the application, the application is stamped with a seal of the superintendent of the police station after being examined and approved by the superintendent, and then the application is to be delivered to the spots of public security bureaus on district or county level which are designated for issuing Border Pass (or delivered to the applicant, who can go, with the application form, to public security bureaus on district or county level to apply for a Border Pass).

(3) Other personnel can go to the Border Pass Application Center of Shanghai Municipal Public Security Bureau or to Border Pass application spots of public security bureaus on county and district level of the place where the applicant¡¯s work unit or registered residence is located.

(4) A Border Pass is held by one person. Minors under 16 years are not issued a Border Pass, and thereby must be accompanied by the Pass holder; such information as name, age and name and serial number of valid certificates (i.e., Student¡¯s identity card, Certificate on the Only Child of a Couple, etc.) of the minor as well as his or her relationship with the pass holder must be illustrated on the remark column of the Border Pass.

(5)Valid term of a Border Pass is usually no more than three months, and the pass holder can make multiple journey within the term. In case that the valid term expires, but the pass holder still needs to use the pass, he or she shall apply for a new Border Pass. Public security departments do not process the application for extension of valid term of expired passes.

(2003) No.11] and Notification on Further Strengthening and Normalizing the Administrative Work on Issuing Border Pass [H.G.F.(2002) No.119]

According to the following regulations: (G. B.(J.) (90), No.146 issued by Ministry of Public Security of the People¡¯s Republic of China and H.G.H. (90) No.79 issued by the Administration Department of Shanghai Municipal Public Security Bureau, the production cost of a Border Pass is 2RMB.
