Shanghai Municipal Bureau of Quality and Technical Supervision shall assign authentication unit or organization to be responsible for quality authentication in 7 days as of the date of accepting.

(I) Justice authorities;

(II) Arbitration institutions;

(III) Quality and technical supervision department and other administration departments;

(IV) Relative nongovernmental organizations for resolving products quality disputes;

(V) Both parties of quality disputes.

Any quality authentication application shall be processed except following conditions:

(I) Applicants are not in the above-mentioned processing scope;

(II) Not providing products quality requirements;

(III) Product does not meet the authentication conditions;

(IV) Can not authenticate for the limitation of science and technical levels;

(V) Justice and arbitration authorities have made effective verdict and decision over product quality disputes.

(I) The applicant shall submit quality authentication application in light of above processing conditions and fill Application Form of Product Quality Authentication;

(II) After examining the qualified conditions, processing department shall process the application, assign quality authentication unit or organization to be responsible for quality authentication, and issue Contact List of Product Quality Authentication as well. Quality authentication unit or organization can be quality inspection agency, science and research institution, college/ university or nongovernmental organization;

(III) The applicant should sign Quality Authentication Letter of Authorization with the quality authentication unit or organization, which shall include following items and contents:

1. Name, specification, type, producing grade, producing date, producing series number of commissioned product for quality authentication;

2. The applicant’s name, address and contacting ways;

3. Items and requirements of the commissioned quality authentication;

4. Time requirement of the completion of the quality authentication;

5. Expense, delivery method and delivery time of the quality authentication;

6. Liabilities for breach;

7. Signatures and stamps of the applicant and representative of authentication unit or organization, and writing time;

8. Other necessary agreements.

(IV) Product quality authentication unit or organization shall set up a quality authentication team with more than 3 experts to conduct quality authentication concretely. The experts team shall make out implementing program, authenticate quality independently and issue authentication report;

(V) The applicant and both parties of quality dispute shall support authentication work and provide relative condition. If they don’t support the work, refuse to provide necessary conditions or block quality authentication work, the unit or organization can terminate the work of quality authentication and issue“Notice on Quality Authentication Termination”;

(VI) Quality authentication unit or organization shall examine and verify the quality authentication report and be responsible for it. If no faults after examination, the report should be delivered to the applicant timely and be recorded in Shanghai Bureau of Quality and Technical Supervision;

(VII) If the applicant or any party of quality dispute has any disagreement over the report, they shall put forward in 15 days as of the date of receiving the report. Quality authentication unit or organization shall dispose it timely.

(VIII) Quality authentication unit or organization shall put all relative authentication materials into archive.
