How to define compensation responsibility of enterprises responsible for compensating the consumers after their split-up or merger?

Split-up of enterprise means that one enterprise has been split into two or more than two enterprises; merger of enterprises means that two or more than two enterprises merge into a new one. If an enterprise is responsible for compensating its consumers before its split-up or merger, then who should consumers ask for compensation after the enterprise's split-up or merger? It is clearly prescribed in Article 36 from "Law on Protecting Rights and Interests of Consumers" that "if legal rights and interest of consumers are impaired in their buying, using goods or accepting services, and the previous enterprise has been split up or merged, consumers can claim compensation from the present enterprise which undertakes the responsibility".
