1. They are not within the range of responsibility of administrative organ; 2. There is no specific name of the party being complained; 3. It has exceeded the time limit prescribed by such laws as "Law on Administrative Punishment"; 4. Application has been made to administrative organs for reexamination, reconsideration or administrative litigation; 5. Those do not accord with laws and regulations.
