In foreign countries, do the credit reports issued by Credit Collecting Companies bear legal responsibility?

In some foreign countries, credit collecting company is an intermediate agent. It collects information as a third party and thus maintains its objectiveness in the collection and integration of information. Therefore, the credit report and credit evaluation that it provide is only a reference for credit authorization institutions and other social sectors. Their report and evaluation do not bear legal responsibilities.
