Social Relieving Affairs Administration Stations of streets/villages and towns in every district and county

Social Relieving Affairs Administration Stations of streets, villages and towns should conduct examination and approval procedures in 30 days since the day of receiving the application for medical aiding.

Any Shanghai urban resident, who belongs to the following categories, can apply for medical aiding:

(I) He/she has no living source, no working capacity and no statutory person to support him.

(II) He/she is unemployed elder, minor child or unemployed one without working capacity in urban minimum living guarantee family or receiving medical insurance but still has difficulties to pay for his own medical expense after his treatment of major or serious disease in hospital receiving allowance or subsidy.

(III) He/she is the object of various special reliefs by civil affairs departments in fixed period and with fixed quantity.

(IV) He/she is the object of medical insurance suffering major or serious diseases like uremic dialysis, mental disease, and malignant tumor in low income family and still has difficulties to pay for his own medical expense after receiving various relief and aid and his basic family living is affected.

(V) He/she is the object of minimum living guarantee suffering major or serious diseases like uremic dialysis, mental disease, or malignant tumor and still has difficulties to pay for his own medical expense after receiving various relief and aid.

(I) Receipts of paid medical expense for major or serious disease, necessary materials about history of disease;

(II) Family members¡¯income certification in the period of medical expense occurring;

(III) Certification materials of his or her working unit or competent authority for responsible aiding;

(IV) Certifications of reducing individual medical expending for medical insurance handled by medical institution;

(V) Certification materials of payment for the mutual assistance protection scheme on employed and retired staff by General Union;

(VI) Certification materials of payment for hospital medical mutual funds on elementary and secondary school pupils and students, infants and children by Red Cross Society.

(I) Applicants shall submit written application to street/village and township relief affairs administration station where his permanent residence is, and relative certification materials. Then, he shall fill Medical Relief Application Form, and provide paid receipts of medical expense for major or serious disease, concerning condition certifications of assistance and relief by relative unties and social public welfare organizations.

(II) Street/village and township relief affairs administration station shall examinate the submitted applications and necessary certification materials, propose preliminary suggestion and report them to street office or people¡¯s government of village and township for re-examination and verification.

(III) The application should be reported to district/county civil affairs bureau for examination and approval after the same procedures of street office and people¡¯s government village and township.

In a bid to simplify the application procedures, the total individual medical expense shall be over 1,000 yuan generally when applying for relief. If there is more difficulty, he/she can apply at any time, but only once every month.
