The decision, either approval or disapproval, will be made and notified to
the applicant within 30 working days.
1. Any foreign or domestic business organization, social organization, other
organization and individual within Shanghai territory wants to establish a
constant science and technology award to the whole city, some industry, some
government department or some organization with the non-national revenue or
self-financed capital.
2. Establishing award by social forces should be in compliance with the
Constitutional Law of the People¡¯s Republic of China, Chinese laws, national and
Shanghai municipal policies of science and technology, so as to accelerate the
harmonious and sustainable development of science and technology advancement
together with economy and society.
3. Establishing award by social forces should adhere to the principle of
open£¬fair and justice, establish a scientific and democratic examination and
selection process and hold an open awarding system.
4. The confidential projects and the relevant undertakers involved in
national defense and national security cannot be applied or recommended for the
award established by social forces.
The decoded or unclassified projects and the relevant undertakers involved in
national defense and national security should be provided with relevant
certificates when being applied or recommend or the award established by social
forces.
5. The award established by social forces can be implemented after approved
and registered.
6. The name of the award should be scientific and precise and in compliance
with the purpose of establishment.

level) of the Organization Establishing the Award as Social Forces (download
